लोकसभा आम निर्वाचन 2024 को लेकर 11-खूंटी लोकसभा क्षेत्र के लिए नियुक्त व्यय प्रेक्षक श्री एस. आर.नेदूमारन ने समाहरणालय सभागार में चुनाव व्यय अनुश्रवण टीम के साथ बैठक की। साथ ही आवश्यक दिशा-निर्देश दिए। प्रक्रिया की निगरानी और अनुश्रवण संबंधी किसी भी शंका या भ्रम की स्थिति नहीं बननी चाहिए। उन्होंने कहा कि व्यय अनुश्रवण के लिए चिन्हित सभी संस्थाएं, कोषांग, टीम आपसी समन्वय के साथ कार्य करें। सभी का एकीकृत उद्देश्य हो कि स्वंतत्र और निष्पक्ष चुनाव संपन्न कराने के मद्देनजर डाकघर या बैंक में होने वाले बड़े ट्रांजेक्शन या निकासी की सूचना व्यय कोषांग को उपलब्ध कराई जाए। चेकनाका और अपने सूचनातंत्र के आधार पर अवैध शराब, नगदी, उपहार की वस्तु, ड्रग्स सहित असामाजित तत्वों पर कड़ी निगरानी सुनिश्चित करें। जब्त किए गए सामग्रियों को संबंधित विभाग से आकलन कराते हुए आगे की कार्रवाई के लिए व्यय कोषांग को प्रतिवेदित कराएं। जांच के दौरान 10 लाख से अधिक रु पाए जाने पर नोडल अधिकारी के साथ इनकम टैक्स ऑफिसर को भी इसकी जानकारी दी जाए। राजनीतिक दलों और प्रत्याशियों द्वारा किए गए सभी प्रकार के व्यय को शैडो रजिस्टर में संधारित करना है। ससमय इंट्री हो यह सुनिश्चित करें। निर्वाचन के दौरान तीन बार प्रत्याशियों के रजिस्टर का निरीक्षण होगा। इसमें अंतर पाए जाने पर प्रत्याशी को नोटिस दी जाएगी। वीडियो सर्विलांस टीम बड़ी रैलियों में सावधानीपूर्वक वीडियोग्राफी करेगी। इसके आधार पर उसका व्यय निर्धारित किया जाएगा। व्यय का हिसाब करने में संख्या का बहुत सतर्कता से ध्यान रखा जाए। निर्वाचन संबंधी सभी बैनर,पोस्टर, पंपलेट, लिफलेट में प्रिंटर का नाम, पता प्रकाशित होना अनिवार्य है। राजनीतिक दल, प्रत्याशियों के विज्ञापन को एमसीएमसी से प्री-सर्टिफिकेशन कराना है। व्यय के दृष्टिकोण से संवेदनशील पॉकेट में विशेष निगरानी का निर्देश दिया गया। साथ ही विभिन्न बैंको में मेजर निकासी सम्बन्धित मामले तथा शराब दुकान पर वृहद संख्या/पैकेट में खरीदारी के मूवनेंट पर विशेष निगरानी रखा जाए। उन्होंने कहा कि सभी FST/SST टीम विजलेंस टीम की तरह कार्य करें। c-Vigil ऐप के माध्यम से आदर्श आचार संहिता के उल्लंघन संबंधित प्राप्त मामले पर नियम संगत करवाई सुनिश्चित करें।

बैठक में अपर नगर आयुक्त -सह- वरीय पदाधिकारी कोषांग श्री आलोक कुमार दुबे, अपर उपायुक्त श्री संजय कुमार दास, व्यय पर्यवेक्षक के सम्पर्क पदाधिकारी तथा विभिन्न कोषांग के नोडल पदाधिकारी उपस्थित रहें।

The register of candidates will be inspected thrice during the elections. If any discrepancy is found, notice will be given to the candidate. The video surveillance team will do careful videography in big rallies. Its expenditure will be determined on the basis of this. In calculating the expenditure, the numbers should be taken very carefully. It is mandatory to publish the name and address of the printer in all election related banners, posters, pamphlets and leaflets. Advertisements of political parties and candidates have to be pre-certified by MCMC. Special monitoring was directed in sensitive pockets from expenditure point of view. Also, special monitoring should be kept on the matters related to major withdrawals in various banks and the movement of purchasing in large numbers/packets at liquor shops. He said that all FST/SST teams should work like vigilance teams. Through the c-Vigil app, ensure that appropriate action is taken against the cases received related to violation of Model Code of Conduct.

Additional Municipal Commissioner-cum-Senior Officer Cell Mr. Alok Kumar Dubey, Additional Deputy Commissioner Mr. Sanjay Kumar Das, Liaison Officer of Expenditure Supervisor and nodal officers of various cells were present in the meeting.
