Jharkhand: ऑनलाइन होगी ममता वाहनों की व्यवस्था, प्रति मरीज साढ़े बारह सौ रूपये खर्च करेगी सरकार

रांची : राज्य में जननी शिशु सुरक्षा कार्यक्रम के तहत गर्भवती महिलाओं और एक वर्ष तक के बीमार शिशुओं को अस्पताल पहुंचाने एवं अस्पताल से वापस घर लाने के लिए संचालित ममता वाहनों पर अब अधिक राशि खर्च की जाएग

राज्य सरकार ने प्रति मरीज खर्च होने वाली अधिकतम राशि 800 रुपये से बढ़ाकर 1,250 रुपये कर दी है। इसके साथ ही ममता वाहनों पर खर्च की नई दर के साथ-साथ पिछले साल राज्य में शुरू हुई बाइक एंबुलेंस सेवा के लिए भी दर तय कर दी है। ममता वाहन लाभुकों को निशुल्क उपलब्ध कराए जाते हैं। 2011 में शुरू हुआ था जननी सुरक्षा कार्यक्रम

राज्य में 2011 में शुरू जननी शिशु सुरक्षा कार्यक्रम के तहत केंद्र ने शुरू में ममता वाहन के लिए प्रति मरीज एक हजार रुपये अधिकतम राशि तय की थी लेकिन 2016 में यह राशि घटाकर 500 रुपये सीमित कर दी थी। राज्य सरकार ने 2018 में यह राशि बढ़ाकर 800 रुपये कर दी थी, जिसमें अतिरिक्त 300 रुपये का वहन राज्य सरकार अपने बजट से कर रही थी।

इसके तहत, घर से अस्पताल ले जाने के लिए छह किमी 300 रुपये तथा इसके बाद प्रति किमी नौ रुपये के भुगतान का निर्णय लिया गया था। साथ ही अस्पताल से वापस घर पहुंचाने के लिए प्रति किमी नौ रुपये की राशि तय की गई थी।

राज्य सरकार ने हाल ही में अपनी समीक्षा में पाया कि यह राशि दूरी के अनुसार काफी कम है, इस कारण राज्य सरकार को अपेक्षित संख्या में ममता वाहन नहीं मिल पा रहे हैं। इसलिए राज्य सरकार ने अधिकतम राशि प्रति मरीज 800 रुपये से बढ़ाकर 1,250 रुपये करने का निर्णय लिया है। इसमें केंद्र सरकार ने जननी शिशु सुरक्षा कार्यक्रम के तहत दी जानेवाली राशि 500 रुपये से बढ़ाकर 750 रुपये कर दी है। राज्य सराकर ने बढ़ाई आवंटन राशि

राज्य सरकार ने अपने बजट से दी जाने वाली राशि 300 रुपये से बढ़ाकर 500 रुपये कर दी है। ममता वाहन के सुचारू रूप से संचालन के लिए सभी व्यवस्थाएं ऑनलाइन की जाएंगी। ममता वाहनों में जीपीएस सिस्टम लगाए जाएंगे तथा इसका संचालन एकीकृत काल सेंटर से होगा।

बाइक एंबुलेंस के लिए यह होगी दर

घर से अस्पताल पहुंचाने के लिए प्रथम छह किमी के लिए एकमुश्त 150 रुपये तथा इसके बाद प्रति किमी पांच रुपये की दर से भुगतान किया जाएगा। अस्पताल से घर वापस पहुंचाने के लिए प्रति किमी पांच रुपये की दर से भुगतान किया जाएगा।चाहिए 8,508 ममता वाहन, संचालित हैं मात्र 1,627

राज्य में पंचायतों की संख्या 4,254 है। प्रत्येक पंचायत दो ममता वाहन होने चाहिए। इस तरह, राज्य में चाहिए 8,508 ममता वाहन संचालित होने चाहिए लेकिन वर्तमान में मात्र 1,627 ममता वाहन संचालित हैं।

Therefore, the state government has decided to increase the maximum amount per patient from Rs 800 to Rs 1,250. The state government has increased the amount given from its budget from Rs.300 to Rs.500. All arrangements will be made online for the smooth operation of Mamta Vahan. GPS systems will be installed in Mamta vehicles and it will be operated from the integrated call center

The state government has increased the maximum amount that can be spent per patient from Rs 800 to Rs 1,250. Along with this, along with the new rate of expenditure on Mamta vehicles, the rate has also been fixed for the bike ambulance service started in the state last year. Under the Janani Shishu Suraksha Karyakram launched in the state in 2011, the Center had initially fixed a maximum amount of Rs 1,000 per patient for the Mamta vehicle, but in 2016 reduced this amount to Rs 500. The state government had increased this amount to Rs 800 in 2018, in which the additional Rs 300 was being borne by the state government from its budget.

Under this, it was decided to pay Rs 300 for six km from home to hospital and Rs 9 per km thereafter. Along with this, an amount of Rs 9 per km was fixed for returning home from the hospital.

This will be the rate for bike ambulance
To reach the hospital from home, a lump sum payment of Rs 150 will be made for the first six km and at the rate of Rs 5 per km thereafter. Rs 5 per km will be paid to take the person back home from the hospital. Need 8,508 Mamta vehicles, only 1,627 are operational

The number of panchayats in the state is 4,254. Every Panchayat should have two Mamta vehicles. In this way, there should be 8,508 Mamta vehicles operating in the state but at present only 1,627 Mamta vehicles are operating.
