हाइवे की दुर्घटनाओं में घायलों को अस्पताल पहुंचने में होती परेशानी – एम्बुलेंस की मांग पर युवा करेंगे अनिश्चितकालीन भूख हड़ताल

सरायकेला – खरसावां : जिले के चांडिल अनुमंडल क्षेत्र स्थित टाटा – रांची हाइवे पर आए दिन सड़क दुर्घटना होती हैं और उन दुर्घटनाओं में लोगों की जान चली जाती हैं। कई बार दुर्घटना के बाद घायल व्यक्ति घंटों तक सड़क पर तड़पता हुआ देखा गया है। सरकारी सिस्टम की कमी के कारण अंततः घायल व्यक्ति दम तोड़ देते हैं। अब इन्हीं कारणों से युवाओं ने अनिश्चितकालीन भूख हड़ताल पर बैठने का निर्णय लिया है।

दरअसल, जिले के चौका थाना क्षेत्र के नेशनल हाइवे पर आए दिन दुर्घटना होती हैं। दुर्घटना की सूचना पर आसपास के के स्थानीय लोग घायलों की मदद करने पहुंच जाते हैं। लेकिन घायलों को मदद करने के लिए पहुंचने वाले लोग उस समय निराश हो जाते हैं, जब समय पर एम्बुलेंस उपलब्ध नहीं होती हैं। इसके चलते प्रायः घायल दुर्घटनास्थल पर ही दम तोड़ देते हैं। चौका थाना क्षेत्र में होने वाली दुर्घटनाओं में घायलों को मदद करने के आकाश महतो, नयन सिंह जैसे युवा पीढ़ी के लोग तत्काल पहुंचते हैं और अपने स्तर से घायलों को इलाज के लिए अस्पताल तक पहुंचाने का काम करते हैं।

युवा अधिकार मंच द्वारा गत दिनों चांडिल अनुमंडल पदाधिकारी रंजीत लोहरा को ज्ञापन सौंपा गया है। साथ ही पांच जनवरी से अनिश्चितकालीन भूख हड़ताल पर बैठने का आह्वान किया है। युवा अधिकार मंच के बैनर तले युवाओं द्वारा भूख हड़ताल कर हाइवे पर एम्बुलेंस उपलब्ध कराने की मांग किया जाएगा। इस आंदोलन की अगुवाई युवा अधिकार मंच के अध्यक्ष आकाश महतो कर रहे हैं।

आकाश महतो ने कहा कि चौका थाना क्षेत्र में हाइवे तथा कांड्रा रोड पर आए दिन दुर्घटनाओं में लोगों की जान जा रही हैं। इसका एकमात्र कारण है एम्बुलेंस उपलब्ध नहीं होना। प्रायः घायलों को समय पर एम्बुलेंस उपलब्ध नहीं होने से, दुर्घटना स्थल पर ही उनकी मौत हो जाती हैं। आकाश महतो ने बताया कि चौका क्षेत्र में एम्बुलेंस की मांग पर सैकड़ों युवाओं द्वारा पांच जनवरी से अनुमंडल कार्यालय के समक्ष अनिश्चित काल भूख हड़ताल शुरू किया जाएगा।

चौका क्षेत्र की कंपनियां सीएसआर फंड से एम्बुलेंस उपलब्ध करा सकती है पर, बिल्ली के गले में घंटी बांधे कौन!

स्थानीय लोगों ने चौका क्षेत्र में एक एम्बुलेंस की व्यवस्था करने के लिए कई बार प्रशासन से मांग की। लेकिन उनकी मांग पर स्वास्थ्य विभाग अथवा जिला प्रशासन ने गंभीरता नहीं दिखाई। चौका क्षेत्र में कई कंपनियां भी हैं, जो अपने सीएसआर फंड से एम्बुलेंस उपलब्ध करा सकते हैं।

बहरहाल, बात यहां यही है कि कंपनी एम्बुलेंस की मांग या कंपनियों के मालिक पर दबाव बनाने की हिमाकत कौन करे? यह काम प्रशासनिक अधिकारी जरूर कर सकते हैं। आखिर चौका क्षेत्र में अवस्थित कंपनियों से क्षेत्र के लोगों को क्या लाभ मिल रही हैं? क्या उन कंपनियों द्वारा सीएसआर फंड के तहत क्षेत्र में स्वास्थ्य, शिक्षा, सड़क, पानी जैसे मूलभूत सुविधाएं मुहैया कराई जा रही हैं? यदि नहीं तो क्यों नहीं। क्या प्रशासन ने इस दिशा में कभी पहल की है? स्थानीय लोगों का कहना है कि कंपनियों द्वारा केवल प्रदूषण फैलाने का काम किया जा रहा है। इसके अलावा स्थानीय लोगों को कोई लाभ नहीं मिलता है। रोजगार के नाम पर कुछ लोगों को काम पर रखा गया है। अब कंपनियों को सीएसआर फंड के तहत क्षेत्र वासियों को सुविधाएं उपलब्ध कराने का दबाव कौन बनाए? कहने का तात्पर्य यह है कि बिल्ली के गले में घंटी कौन बांधे!

Akash Mahato said that on the demand of an ambulance in the Chowka area hundreds of youths will start an indefinite hunger strike in front of the subdivision office from January 5.

Chowka sector companies can provide an ambulance with the CSR fund, but who bells the cat?

The local people demanded the administration several times to arrange an ambulance in the Chowka area. But the health department or the district administration did not show seriousness on their demand. There are also many companies in the Chowka area, who can provide ambulances with their CSR funds.

However, the point here is that who would dare to demand an ambulance or pressurize the owners of the companies? Administrative officers can definitely do this work. After all, what benefits are the people of the area getting from the companies located in the Chowka area? Are basic facilities like health, education, roads, water being provided in the area by those companies under CSR funds? If not, then why not. Has the administration ever taken any initiative in this direction? Local people say that only the work of spreading pollution is being done by the companies. Apart from this, the local people do not get any benefit. Some people have been hired in the name of employment.
