बेबस सरकार:मानगो फ्लाईओवर के लिए टाटा ने नहीं दी एनओसी, अब डिजाइन में होगा बदलाव; मुख्यमंत्री ने शिलान्यास किया
मानगो और साकची को जोड़ने के लिए प्रस्तावित मानगो फ्लाईओवर के डिजाइन पर टाटा स्टील ने पेंच लगा दिया है। पथ निर्माण विभाग के अभियंताओं द्वारा बनाई गई डिजाइन पर कंपनी अनापत्ति प्रमाणपत्र (एनओसी) देने को तैयार नहीं है। उसने डिजाइन में व्यापक सुधार का सुझाव दिया है। इस बीच सरकार ने पथ निर्माण विभाग के अभियंता प्रमुख और सेंट्रल डिजाइन ऑर्गेनाइजेशन (सीडीओ) के मुख्य अभियंता को बदल दिया है। दोनों शुरू से ही जुड़े हुए थे।
टाटा स्टील की एनओसी के बिना फ्लाईओवर का काम शुरू नहीं हो सकता, यानी फ्लाईओवर की तकनीकी और प्रशासनिक स्वीकृति अब दोबारा लेनी होगी। वहीं, मानगो फ्लाईओवर के लिए कैबिनेट ने प्रशासनिक स्वीकृति देते हुए 461 करोड़ रुपए की राशि पथ निर्माण विभाग को आवंटित कर दी है।
कब क्या हुआ था
07 नवंबर- सीएम हेमंत साेेरेन ने बिष्टुपुर गाेपाल मैदान में ‘सरकार आपके द्वार’ कार्यक्रम में फ्लाई ओवर का शिलान्यास किया।
10 नवंबर- झारखंड कैबिनेट ने फ्लाईओवर को प्रशासनिक स्वीकृति प्रदान करते हुए 461 कराेड़ रुपए की दी।
11 नवंबर- पथ निर्माण विभाग के ईई ने टाटा स्टील को पत्र लिखकर एनओसी देने की मांग की।
04 दिसंबर- पथ निर्माण विभाग के अभियंताओ और टाटा स्टील-जुस्काे के पदाधिकारियाें के साथ मंत्री बन्ना गुप्ता ने स्थल निरीक्षण किया।
डिजाइन बिना फाइनल हुए प्रशासनिक स्वीकृति कैसे दी गई – सरयू राय
विधायक सरयू राय ने कहा कि विभाग के दोनों शीर्ष अभियंताओं का अचानक स्थानांतरण सामान्य घटना नहीं है। फ्लाईओवर के डिजाइन में भारी फेरबदल करना होगा। इसका असर योजना के व्यय पर पड़ेगा। यह आश्चर्यजनक और आपत्तिजनक है कि जिस परियोजना का डिजाइन फाइनल नहीं हुआ है, उसकी स्वीकृति भी सरकार ने प्रदान कर दी। टाटा स्टील के एनओसी देने से इनकार करने से साबित होता है कि उनकी आपत्तियां सही हैं।
प्रस्तावित फ्लाईओवर का ऐसा था डिजाइन
फ्लाईओवर की प्रस्तावित लंबाई – 3.5 किमी
मानगो की तरफ से डिमना रोड राजस्थान भवन से फ्लाईओवर का एक हिस्सा और मानगो पायल टॉकिज से दूसरा हिस्सा उठेगा। साकची की ओर भुइयांडीह बस स्टैंड के पास और मरीन ड्राइव राेड के पास फ्लाईओवर उतरेगा।
Tata Steel has screwed up the design of the proposed Mango flyover to connect Mango and Sakchi. The company is not ready to give No Objection Certificate (NOC) on the design made by the engineers of Road Construction Department. It has suggested vast improvements in the design. Meanwhile, the government has changed the Engineer-in-Chief of the Road Construction Department and the Chief Engineer of the Central Design Organization (CDO). The two were linked from the beginning.
The flyover work cannot start without Tata Steel’s NOC, which means technical and administrative approval of the flyover will have to be taken again. While giving administrative approval for the Mango flyover, the cabinet has allocated an amount of Rs 461 crore to the Road Construction Department.

07 November – CM Hemant Soren laid the foundation stone of the flyover in the ‘Sarkar Aapke Dwar’ program at Bishtupur Gopal Maidan.
10 November- The Jharkhand cabinet gave Rs 461 crore while giving administrative approval to the flyover.
November 11- EE of Road Construction Department wrote a letter to Tata Steel demanding NOC.
04 December – Minister Banna Gupta along with the engineers of Road Construction Department and the officials of Tata Steel-Juske, inspected the site.
How administrative approval was given without finalizing the design – Saryu Rai
MLA Saryu Rai said that the sudden transfer of both the top engineers of the department is not a normal phenomenon. There will have to be a major overhaul in the design of the flyover. This will affect the expenditure of the scheme. It is surprising and objectionable that the government has given approval to the project whose design has not been finalized. Tata Steel’s refusal to grant NOC proves that their objections are correct.

On the Mango side, one part of the flyover will rise from Dimna Road Rajasthan Bhawan and the other from Mango Payal Talkies. Towards Sakchi, the flyover will come down near Bhuiyandih Bus Stand and near Marine Drive Road.
