चांडिल : BSIL कंपनी प्रबंधन की लापरवाही के कारण हुई इलेक्ट्रिशियन की मौत, साढ़े दस लाख रुपये मुआवजा देने पर बनी सहमति
सरायकेला – खरसवां : जिले के चांडिल थाना क्षेत्र के छोटालाखा स्थित बिहार स्पंज आयरन लिमिटेड कंपनी (बनराज स्टील) में प्रबंधन की लापरवाही के कारण बीती शाम कंपनी में कार्यरत एक इलेक्ट्रिशियन की मौत हो गई। छोटालाखा के ही रहने वाले 34 वर्षीय लखी राम मार्डी कंपनी में इलेक्ट्रिशियन का काम करता था। प्रबंधन के लापरवाही का खुलासा तब हुआ जब इलेक्ट्रिशियन के मौत को लेकर मजदूरों ने हंगामा किया और प्रबंधन के लोगों को दुर्घटना वाली जगह को दिखाया। बीती शाम को जिस जगह पर मृतक लखी राम मार्डी काम कर रहा था, वहां पानी जमा हुआ है। मृतक इलेक्ट्रिशियन बिजली के तार को ठीक कर रहा था, उसी समय करंट लगने से उसकी मौत हो गई। उक्त स्थान पर काफी अंधेरा होने के साथ साथ गीली मिट्टी है। कमरे में काफी अंधेरा है। इसके कारण उसे करंट लगी थी। मजदूरों ने प्रबंधन के लोगों को वह दृश्य भी दिखाया, जहां प्लांट का ट्रांसफार्मर भी जलमग्न हो गया है और उसमें करंट दौड़ रही हैं जो कि जानलेवा है। मजदूरों ने प्रबंधन पर स्पष्ट रूप से आरोप लगाया है कि मजदूरों को सेफ्टी उपकरण उपलब्ध नहीं कराया जाता है। कंपनी परिसर में लाइट की पर्याप्त व्यवस्था नहीं है, जिसके कारण हर समय दुर्घटना की संभावना बनी रहती हैं। मजदूरों ने बताया कि प्रबंधन से सेफ्टी के विषय पर बात करने पर नौकरी से हटा देने की धमकी दी जाती हैं। कुल मिलाकर यह बात स्पष्ट हो रहा है कि बीती शाम को इलेक्ट्रिशियन लखीराम मार्डी के मौत का कारण प्रबंधन की लापरवाही ही है।
साढ़े दस लाख रुपये मुआवजा, ईपीएफ, ईएसआई, आश्रित को पेंशन, बच्चों को स्कूल में शिक्षा पर बनी सहमति
मृतक इलेक्ट्रिशियन लखीराम मार्डी की मौत को लेकर आज कंपनी प्रबंधन, प्रशासन और मृतकों के आश्रितों के बीच वार्ता हुई। लेकिन आश्चर्य की है यही है कि वार्ता कंपनी के बाहर एक बरगद पेड़ की छांव पर हुई। वार्ता में विधायक सबिता महतो, एसडीओ रंजीत लोहरा, एसडीपीओ संजय सिंह, झामुमो के कद्दावर नेता सुखराम हेम्ब्रम, मुख्यमंत्री हेमंत सोरेन के मामा गुरुचरण किस्कू आदि मौजूद थे। तकरीबन डेढ़ घंटे तक वार्ता चली, इस दौरान कुछ मजदूरों ने प्रबंधन को खूब खरी खोटी सुनाई, सेफ्टी व्यवस्था को सवाल खड़े किए और प्रबंधन द्वारा लापरवाही बरतने का आरोप लगाया। इस दौरान झामुमो नेता सुखराम हेम्ब्रम और गुरुचरण किस्कू ने एक स्वर में कहा कि यदि हमारी मांग को पूरा नहीं किया जाएगा तो कंपनी को बंद करने के लिए हमलोग ही बाध्य होंगे। वहीं, आश्चर्यजनक स्थिति यह देखा गया कि पूरे वार्ता के दौरान विधायक सबिता महतो ने एक शब्द नहीं कहा, वह पूरे मामले पर मौन धारण कर बैठी रहीं। विधायक ने मृतक के पक्ष में अथवा मजदूरों के पक्ष में कुछ भी नहीं कहा। विधायक सबिता महतो का कुछ न कहना भी चर्चा का विषय बना हुआ था। वार्ता के दौरान मौजूद मजदूर तथा ग्रामीण विधायक सबिता महतो के मौन धारण को लेकर तरह तरह सवाल खड़े कर रहे थे।
अंततः वार्ता स्थल से अलग हटकर कुछ दूर पर विधायक सबिता महतो, एसडीओ रंजीत लोहरा, एसडीपीओ संजय सिंह, बनराज स्टील के प्रबंधन तथा पांच ग्राम विस्थापित एवं प्रभावित समिति के पदाधिकारियों ने अलग से काना फुसी की, मुआवजे को लेकर रणनीति बनाई। उसके बाद वार्ता स्थल पर आकर मुआवजा राशि पर चर्चा हुई। BSIL कंपनी के मुख्य कर्ता धर्ता आरके शर्मा ने अपनी चालाकी से प्रशासन, झामुमो नेताओं और मजदूरों को अपने झांसे में लिया। आर के शर्मा ने नाटकीय ढंग से बनराज स्टील के अधिकारियों से वार्ता की। इस दौरान जहां बीस लाख रुपये मुआवजे की मांग की जा रही थी, वहां आर के शर्मा ने अपने शातिर दिमाग से महज साढ़े दस लाख रुपये मुआवजे पर सहमति बना दी। इसके अलावा ई एस आई, ई पी एफ के तहत देय राशि दिलाने, मृतक लखी राम मार्डी के आश्रित को प्रतिमाह 18 हजार रुपये पेंशन देने पर सहमति जताई। इसके अलावा मृतक के दोनों बच्चों को दयावती मोदी पब्लिक स्कूल में 50 प्रतिशत ट्यूशन फीस के छूट से शिक्षा प्रदान करने का वायदा किया।
वार्ता के बाद मजदूरों ने हंगामा किया, कहा जब इलेक्ट्रिशियन की मौत कंपनी के अंदर हुई तो वार्ता कंपनी के बाहर क्यों
वार्ता के बाद जब कंपनी प्रबंधन के लोग कंपनी के मुख्य गेट पर प्रवेश कर रहे थे, इसी दौरान कामगारों ने हंगामा शुरू कर दिया। मजदूरों का कहना था कि जब घटना कंपनी के अंदर हुई हैं तो वार्ता किसी प्रशासनिक अधिकारी के कार्यालय अथवा कंपनी परिसर में होना चाहिए था लेकिन कंपनी गेट के बाहर किसी पेड़ के नीचे क्यों हुआ? क्या पता है कि इस वार्ता से दलालों को कितना लाभ होगा? वार्ता में सभी कामगारों को क्यों नहीं बुलाया गया था? हंगामे के बीच मजदूरों ने कहा कि वार्ता में केवल मुआवजे पर ही क्यों बात हुई, साथ ही मौत के कारणों पर भी चर्चा होनी चाहिए। आखिर क्यों नहीं मौत के कारण को लेकर प्रशासन किसी तरह की कार्रवाई कर रही हैं? हंगामा करने के बाद मजदूरों ने BSIL कंपनी के मुख्य कर्ता धर्ता विधाता आर के शर्मा को जबरन ले जाकर वह जगह दिखया, जहां इलेक्ट्रिशियन लखी राम मार्डी की मौत हुई थी। वहां का दृश्य वाकई बहुत ही खतरनाक है। 11 हजार वोल्टेज का ट्रांसफार्म जलमग्न है, उसमें करंट दौड़ रही हैं। जिस कमरे में इलेक्ट्रिशियन लखी राम मार्डी की मौत हुई, उस कमरे में भी पानी जमा हुआ है, पूरा अंधेरा छाया हुआ है। मजदूरों ने बताया कि प्रबंधन के लोगों से लाइट की व्यवस्था करने की मांग करने पर वे मोबाइल के फ्लैश लाइट पर काम करने को कहते हैं। सेफ्टी उपकरणों की मांग करने पर नौकरी से हटा देने की धमकी देते हैं। वास्तव में इस मामले में स्थानीय लोगों को चिंतन करने की जरूरत है। क्या ऐसे ही स्थानीय कामगार मौत के आगोश में समाते रहेंगे और स्थानीय विधायक सबिता महतो सिर झुकाए मौन धारण कर बैठी रहेगी। क्या कामगारों के सुरक्षा के लिए आवाज उठाने वाला कोई नहीं है?

Compensation of ten and a half lakh rupees, EPF, ESI, pension to the dependent, agreement made on education of children in school
