चांडिल डैम के विस्थापितों के पुनर्वास में हो रही विसंगति, अनुदान निधि व जल स्तर 180 मीटर से नीचे रखने को लेकर मुख्यमंत्री से मिले विधायक सविता महतो
ईचागढ़ के विधायक सविता महतो सोमवार को रांची स्थित प्रोजेक्ट भवन में मुलाकात कर एक मांग पत्र सौपा। मांग पत्र में विधायक ने चांडिल डैम के विस्थापितों के पुनर्वास में हो रही विसंगति, अनुदान निधि व चांडिल डैम का जल स्तर 180 मीटर से नीचे रखने का मांग किया। साथ ही विधायक ने मुख्यमंत्री से कहा चांडिल बांध प्रक्षेत्र में कुल 116 गांव पूर्णत प्रभावित हुए हैं परंतु वर्तमान में जल संसाधन विभाग द्वारा आर एल 183 मीटर तक के प्रभावित ग्रामों को पूर्णत पुनर्वास सुविधा मुहैया नहीं कराई गई है ऐसी स्थिति में जनहित में आर एल 180 मीटर तक ही जल भंडारण करना श्रेयस्कर है। मात्र 43 ग्रामो के विस्थापितों का पुनर्वास की दिशा में पहल की जा रही है जबकि कुल 116 गांव को पूर्व पुनर्वास की दिशा में पहल होनी चाहिए। विधायक ने मुख्यमंत्री से कहा पुनर्वास कार्यालय में निधि भी उपलब्ध नहीं है एवं पुनर्वास कार्यालय चांडिल संख्या 2 द्वारा विस्थापितों के पुनर्वास अनुदान राशि का भुगतान निधि के अभाव में अबरुद्ध रखा गया है। पुनर्वास कार्यालय एवं अपर निदेशक कार्यालय में संपर्क स्थापित करने पर यह पता चला कि निधि की अधियाचना कई बार विभाग को पत्राचार के माध्यम से की गई है परंतु विभागीय उदासीनता के कारण अब तक कोई ठोस पहल नहीं की जा सकी है। विधायक ने मुख्यमंत्री से स्वर्णरेखा परियोजना अंतर्गत चांडिल बांध निर्माण से हुए 116 गांव के सभी विस्थापितों के पुनर्वास हेतु तथा उनके अनुदान राशि को विमुक्त करने एवं चांडिल बांध के जलस्तर को आरएल 180 मीटर से नीचे रखने का मांग किया।
Ichagarh MLA Savita Mahato met on Monday at Project Bhawan, Ranchi and handed over a demand letter. In the demand letter, the MLA demanded discrepancy in rehabilitation of displaced persons of Chandil Dam, grant fund and keeping the water level of Chandil Dam below 180 metres. Along with this, the MLA told the Chief Minister that a total of 116 villages have been completely affected in the Chandil dam area, but at present, the water resources department has not provided complete rehabilitation facilities to the affected villages up to RL 183 meters, in such a situation, RL 180 in public interest. It is better to store water up to meter only. Initiative is being taken in the direction of rehabilitation of the displaced persons of only 43 villages, whereas initiative should be taken in the direction of rehabilitation of total 116 villages. The MLA told the Chief Minister that funds are also not available in the Rehabilitation Office and the payment of rehabilitation grant amount to the oustees has been blocked by the Rehabilitation Office Chandil No. 2 due to lack of funds. On establishing contact with the Rehabilitation Office and the Additional Director’s Office, it was found that requisition of funds has been done several times through correspondence to the department, but due to departmental indifference, no concrete initiative has been taken so far. The MLA urged the Chief Minister to rehabilitate all the oustees of 116 villages caused by the construction of Chandil Dam under the Subarnarekha Project and to release their grant amount and to keep the water level of Chandil Dam below RL 180 meters.
