चांडिल : सदस्यता मामले को लेकर तत्कालीन प्रमुख अमला मुर्मू ने प्रशासन पर उठाए सवाल, कहा – मामला उच्च न्यायालय में विचाराधीन  फिर कैसे हो रहा चुनाव

चांडिल। प्रखंड के तत्कालीन प्रमुख अमला मुर्मू ने जिला प्रशासन के कार्यशैली पर सवाल खड़े करते हुए सत्तापक्ष के इशारे पर काम करने का आरोप लगाया है। उन्होंने प्रमुख पद के सदस्यता रद्द करने के मामले को लेकर जिला प्रशासन के ऊपर सत्ता पक्ष के दबाव में आकर निर्णय लेने और अब हड़बड़ी में चुनाव कराने का आरोप लगाया है।

दरअसल, पिछले साल पंचायत चुनाव में चांडिल प्रखंड के भादूडीह पंचायत समिति के पद से निर्वाचित अमला मुर्मू ने ही चांडिल प्रमुख का चुनाव लड़कर जीत हासिल की थी। इसके बाद ही प्रमुख चुनाव के प्रतिद्वंद्वी रहे रूदिया पंचायत समिति सदस्य गुरुपद हांसदा ने उपायुक्त के न्यायालय में याचिका दायर कर निर्वतमान प्रमुख अमला मुर्मू के सदस्यता को रद्द करने का अपील किया था। अमला मुर्मू  के जाति प्रमाण पत्र को लेकर याचिका दायर किया था। उसकी जाति प्रमाण पत्र झारखंड से ही निर्गत हुई हैं लेकिन वह पश्चिम बंगाल की बेटी हैं, इसलिए उसके सदस्यता को रद्द करने का मांग किया गया था। चुनाव आयोग के एक गाइडलाइन का हवाला देते हुए उपायुक्त के न्यायालय ने फैसला सुनाते हुए अमला मुर्मू के सदस्यता को रद्द कर दिया गया है और अब पुनः प्रमुख पद के लिए चुनाव कराने का निर्देश दिया गया है। पर, यहां तत्कालीन प्रमुख अमला मुर्मू का कहना है कि सत्ता पक्ष के गुरुपद हांसदा द्वारा गलत ढंग से याचिका दायर किया गया था और सत्तापक्ष के प्रभावशाली लोगों के माध्यम से प्रशासन के ऊपर दबाव डालकर जल्दबाजी में फैसला सुनाया गया है। श्रीमती मुर्मू का कहना है कि न्यायालय के आदेश के बाद ही तत्काल उन्होंने उस आदेश को चुनौती देने के लिए झारखंड उच्च न्यायालय में याचिका दायर किया है जो कि विचारधीन हैं, जल्द ही उसकी सुनवाई होगी। उच्च न्यायालय में याचिका दायर करने की जानकारी प्रशासन के अधिकारियों को भी दी गई हैं, इसके बावजूद आनन फानन में प्रमुख पद के लिए चुनाव कराने की तैयारी की जा रही हैं। श्रीमती मुर्मू ने कहा कि यदि प्रशासन को चुनाव कराना है तो पहले भादूडीह पंचायत के पंचायत समिति सदस्य का चुनाव कराना चाहिए, क्योंकि न्यायालय ने तथाकथित गलत जाति प्रमाण पत्र के आधार पर मेरी सदस्यता रद्द की है। सदस्यता रद्द करने का अर्थात केवल प्रमुख पद से हटाना ही नहीं बल्कि पंचायत समिति सदस्य के पद को भी रद्द किया गया है। इस हिसाब से चुनाव आयोग को सर्वप्रथम रिक्त हुए पंचायत समिति सदस्य के पद का चुनाव कराना चाहिए, उसके बाद ही प्रमुख पद के लिए चुनाव होना चाहिए।

झामुमो के लोगों ने आदिवासी महिलाओं का अपमान किया : अमला मुर्मू

चांडिल प्रखंड के तत्कालीन प्रमुख अमला मुर्मू ने कहा है कि झामुमो के लोगों ने षड्यंत्र रचा और उनका सदस्यता रद्द करवाया है। श्रीमती मुर्मू ने कहा कि झामुमो के लोगों ने मुख्यमंत्री हेमंत सोरेन के रिश्तेदारों की मदद से प्रशासन के ऊपर दबाव बनाया और गलत फैसला लेने को मजबूर किया है। उन्होंने कहा कि मैं एक आदिवासी समाज की महिला हूँ, इस बार चांडिल प्रखंड प्रमुख पद महिला के लिए आरक्षित नहीं थी, इसके बाद भी तमाम पंचायत समिति सदस्यों ने एकमत होकर मुझे प्रमुख चुना था लेकिन झामुमो के लोगों ने षड्यंत्र के तहत मुझ जैसे एक गरीब परिवार के आदिवासी महिला के सदस्यता को रद्द कराया है। इस तरह से झामुमो के लोगों ने न केवल मेरा सदस्यता रद्द कराया, बल्कि राज्य के समस्त आदिवासी महिलाओं का अपमान करने का काम किया है। उन्होंने कहा कि मैं पश्चिम बंगाल की बेटी हूँ और विवाह कर झारखंड लाई गई हूं। मेरा जाति प्रमाण पत्र झारखंड से निर्गत हुआ है और उसी प्रमाण पत्र के आधार पर रिजर्व सीट से पंचायत समिति सदस्य के लिए नामांकन पत्र दाखिल किया था। यदि मेरा प्रमाण पत्र मान्य नहीं था तो उसी समय निर्वाची पदाधिकारी को स्क्रूटनी में ही मुझे चुनाव लड़ने के लिए अयोग्य घोषित कर देना चाहिए था। यानी कि मेरे सदस्यता मामले में कहीं न कहीं निर्वाचन अधिकारी भी दोषी है। नामांकन के बाद जनता ने मुझे पंचायत समिति चुना और प्रखंड के समस्त सदस्यों ने एकमत होकर प्रमुख चुना था। श्रीमती मुर्मू ने कहा कि मुझे न्यायालय पर पूरा विश्वास है कि मुझे न्याय मिलेगा। बहुत जल्द उच्च न्यायालय में मामले की सुनवाई होगी।

Her caste certificate has been issued from Jharkhand only but she is the daughter of West Bengal, hence there was a demand to cancel her membership. Citing a guideline of the Election Commission, the Court of the Deputy Commissioner has canceled the membership of Amala Murmu and has now directed to conduct elections for the post of Chief again. But here, the then chief Amala Murmu says that the petition was wrongly filed by Gurupada Hansda of the ruling party and hastily decided by putting pressure on the administration through influential people of the ruling party. Mrs. Murmu says that immediately after the order of the court, she has filed a petition in the Jharkhand High Court challenging that order which is under consideration, it will be heard soon. Information about filing a petition in the High Court has also been given to the officials of the administration, yet preparations are being made to conduct elections for the key posts in a hurry. Smt. Murmu said that if the administration has to conduct elections, then it should first conduct elections for Panchayat Samiti members of Bhadudih Panchayat, because the court has canceled my membership on the basis of so-called wrong caste certificate. Cancellation of membership means not only removal from the post of chief, but the post of Panchayat Samiti member has also been cancelled. Accordingly, the Election Commission should first

JMM people insulted tribal women: Amala Murmu

Amala Murmu, the then chief of Chandil block, has said that JMM people hatched a conspiracy and got their membership cancelled. Mrs. Murmu said that JMM people with the help of relatives of Chief Minister Hemant Soren pressurized the administration and forced them to take wrong decisions. He said that I am a woman from a tribal society, this time the post of Chandil block head was not reserved for women, even after that all the panchayat committee members unanimously elected me as the head, but the people of JMM, under a conspiracy, chose a poor man like me. The membership of the tribal woman of the family has been cancelled. In this way, the people of JMM not only canceled my membership, but also insulted all the tribal women of the state. He said that I am the daughter of West Bengal and was brought to Jharkhand after getting married. My caste certificate has been issued from Jharkhand and on the basis of the same certificate, I had filed nomination papers for Panchayat Samiti member from reserved seat. If my certificate was not valid then the Returning Officer should have disqualified me from contesting the election at the same time in scrutiny itself. It means that somewhere in my membership issue the election officer is also guilty. After the nomination, the people elected me as Panchayat Samiti and all the members of the block unanimously elected me as the chief. Mrs. Murmu said that I have full faith in the court that I will get justice. Very soon the matter will be heard in the High Court.
