झारखंड में आरक्षण के लिए विकलांगता प्रमाण पत्र में फर्जीवाड़े का गिरोह सक्रिय है।
विकलांगता प्रमाण पत्र में फर्जीवाड़े करने वाले गिरोह विकलांगता के प्रमाण पत्र में विकलांगता के प्रतिशत को बढ़ा देते हैं, ताकि उन्हें सरकारी सेवाओं और नौकरियों में आरक्षण प्राप्त करने का अधिकार प्राप्त हो सके।
सतीश कुमार, रांची :रांची की राजधानी में विकलांगता प्रमाण पत्र में फर्जीवाड़े का मामला सामने आया है। इस मामले में सदर अस्पताल में एक सक्रिय गिरोह शामिल है, जिसके सदस्य सक्षम पदाधिकारियों द्वारा जारी विकलांगता प्रमाण पत्र में अनियमितताएँ करके विकलांगता के प्रतिशत को बढ़ाते हैं। इसके लिए वे संबंधित व्यक्तियों से आठ से 10 हजार रुपये लेते हैं। यह गिरोह शामिल सदस्यों में सिविल सर्जन कम चीफ मेडिकल ऑफिसर द्वारा जारी यूनिक डिसेबिलिटी आइडी में विकलांगता के प्रतिशत को बढ़ाते हैं। उनके द्वारा विकलांगता के प्रतिशत को 45 प्रतिशत तक बढ़ाया जाता है, ताकि संबंधित व्यक्ति सरकारी सेवाओं और पदों में आरक्षण प्राप्त कर सकें।
साथ ही, ये फर्जी प्रमाण पत्र धारकों को विकलांगता पेंशन के लिए हकदार बनने का भी माध्यम बना रहे हैं, लेकिन ऐसे मामलों की जांच आसानी से की जा सकती है। वर्तमान में, सदर अस्पताल में हर बुधवार को विकलांगता प्रमाण पत्र की जांच की जाती है, जिसमें चिकित्सा पदाधिकारी की उपस्थिति में हर दिव्यांग व्यक्ति की भौतिक जांच होती है। इसके बाद, उन्हें विभिन्न पैरामीटर्स पर ग्रेडिंग की जाती है और उनको विकलांगता प्रमाण पत्र जारी किया जाता है, जिसमें उनकी विकलांगता की विवरण होती है। इस तरीके से, फर्जी प्रमाण पत्र में छेड़छाड़ करके विकलांगता का प्रतिशत बढ़ाया जाता है।
आरक्षण के लिए, 40 प्रतिशत विकलांगता का सर्टिफिकेट अनिवार्य है।
सेवाओं और पदों में आरक्षण के लिए केवल उन व्यक्तियों को पात्र माना जाएगा, जिनके पास कम से कम 40 प्रतिशत प्रासंगिक विकलांगता हो। आरक्षण का लाभ प्राप्त करने के लिए व्यक्ति को सक्षम पदाधिकारी द्वारा जारी किए गए विकलांगता प्रमाण पत्र का प्रस्तुतीकरण करना होगा।
गिरोह सर्टिफिकेट में अनियमितताएँ करता है।
विकलांगता प्रमाण पत्र में फर्जी दस्तावेज रखे हैं। उन्होंने एक 13 वर्षीय छात्र के पहले 10 प्रतिशत विकलांगता सर्टिफिकेट को बदलकर 45 प्रतिशत कर दिया। इसी तरह, एक 19 वर्षीय छात्र के सर्टिफिकेट में भी छेड़छाड़ की गई और उनकी विकलांगता को 45 प्रतिशत बढ़ा दिया गया। इसी प्रकार, एक 51 वर्षीय व्यक्ति के भी सर्टिफिकेट में विकलांगता का प्रतिशत गढ़ाकर 45 प्रतिशत किया गया। इन तीनों व्यक्तियों के सर्टिफिकेट में सिविल सर्जन द्वारा 29 मई और 30 मई 2024 की तारीख दर्ज है।
