हरमू के सहजानंद चौक से कांके रोड के जज कॉलोनी तक एक उच्चतम मार्ग बनाया जाएगा, जिसका खर्चा 430.75 करोड़ रुपये होगा।
झारखंड कैबिनेट की बैठक में शुक्रवार को कई महत्वपूर्ण फैसले लिए गए। इसके तहत हरमू में सहजानंद चौक के पास से कांके रोड के जज कॉलोनी तक एलिवेटेड रोड बनाए जाने का निर्णय लिया गया है।
रांची : झारखंड कैबिनेट ने रांची में हरमू एलिवेटेड रोड की योजना को मंजूरी दी है। इस योजना के अंतर्गत, झारखंड राज्य राजमार्ग प्राधिकार के माध्यम से हरमू में सहजानंद चौक से कांके रोड के जज कॉलोनी के नजदीक तक चार लेन का एलिवेटेड रोड बनाया जाएगा, जिसकी कुल लंबाई तीन किमी होगी। इस परियोजना में कुल 430.75 करोड़ रुपये खर्च होंगे, जिसमें भू-अर्जन, यूटिलिटी शिफ्टिंग और पुनर्वास कार्य भी शामिल हैं।
हिंसा में शहीद या घायल पुलिसकर्मियों के लिए एक विशेष क्षतिपूर्ति योजना को मंजूरी दी गई है।
कैबिनेट ने झारखंड में कर्तव्य निर्वहन के दौरान शहीद या हताहत होनेवाले पुलिसकर्मियों के लिए विशेष क्षतिपूर्ति योजना को मंजूरी दी है। इस योजना के तहत, शहीदों के परिजनों को दिए जाने वाले मुआवजे में शहीद की पत्नी या बच्चों के साथ उसके माता-पिता को भी अधिकार होगा। मुआवजा राशि का 25 प्रतिशत माता-पिता को और 75 प्रतिशत पत्नी या संतान को दी जाएगी। साथ ही, कर्तव्य निर्वहन के दौरान उग्रवादी या असामाजिक तत्वों के हिंसात्मक कृत्यों में शहीद या जख्मी होनेवाले पुलिस पदाधिकारियों के दो बच्चों को शिक्षा के लिए पांच लाख रुपये की सहायता भी प्रदान की जाएगी।
सभी कोटि के पुलिस पदाधिकारियों, कर्मियों, केंद्रीय अर्द्धसैनिक बलों के पदाधिकारियों, एसपीओ, सैप व गृह रक्षकों के लिए पांच करोड़ रुपये का विशेष फंड गठित किया जायेगा. नक्सली घटना, भीड़ द्वारा आक्रमण, दंगा आदि में शहीद पुलिस कर्मियों के परिजनों को 60 लाख रुपये मुआवजा राशि का भुगतान किया जायेगा. जख्मी होने पर उनका एयर एंबुलेंस खर्च समेत ईलाज के दौरान होने वाले कुल खर्च की भरपाई की जायेगी. वहीं, उग्रवादियों के विरुद्ध अभियान के दौरान सड़क या अन्य दुर्घटनाओं में मृत्यु होने की स्थिति में 35 लाख रुपये व घायल होने की स्थिति में वास्तविक ईलाज का खर्च देय होगा. जबकि, अभियान के दौरान सांप के काटने या मलेरिया से मृत्यु होने पर भी 35 लाख रुपये मुआवजा के रूप में परिजनों को देने का प्रावधान किया है.
अस्पतालों के रख-रखाव के लिए योजना को मंजूरी दी गई है।
कैबिनेट ने स्वास्थ्य विभाग के नियंत्रणाधीन स्वास्थ्य केंद्रों और अस्पतालों के रख-रखाव और संचालन के लिए मुख्यमंत्री अस्पताल संचालन एवं रख-रखाव योजना को मंजूरी दी है। इसके लिए जेसीएफ से 116 करोड़ रुपये की अग्रिम राशि की स्वीकृति दी गई है। योजना के अंतर्गत सदर अस्पतालों के रख-रखाव पर हर वर्ष 75 लाख रुपये, अनुमंडल स्वास्थ्य केंद्रों पर 50 लाख, सामुदायिक स्वास्थ्य केंद्रों पर 10 लाख, प्राथमिक स्वास्थ्य केंद्रों पर पांच लाख और स्वास्थ्य उपकेंद्रों पर दो लाख रुपये प्रति वर्ष खर्च किए जाएंगे।
नौ प्रतिशत बढ़ा राज्य कर्मियों का महंगाई भत्ता :
कैबिनेट ने राज्य सरकार के कर्मियों के महंगाई भत्ता में नौ प्रतिशत की वृद्धि करने का फैसला किया. वर्तमान में राज्य कर्मियों को मिलने वाले महंगाई भत्ते की दर 221 प्रतिशत है. इसे बढ़ा कर 230 प्रतिशत किया जायेगा. कार्मिक विभाग ने राज्य कर्मियों के अपुनरीक्षित वेतनमान (छठा केंद्रीय वेतनमान) में दिनांक 01.07.23 के प्रभाव से महंगाई भत्ता की दरों में वृद्धि की गयी है. सेवानिवृत्त कर्मियों को भी इसका लाभ मिलेगा.
कैदियों का पारिश्रमिक बढ़ा
मंत्रिमंडल ने राज्य की काराओं में कैदियों द्वारा किये जाने वाले कार्य के बदले निर्धारित पारिश्रमिक दर में संशोधन के प्रस्ताव को सहमति दी. जेल में बंद अकुशल श्रमिकों को 446 रुपये, अर्द्धकुशल को 468 व कुशल को 616 रुपये प्रतिदिन दिये जायेंगे. पूर्व में क्रमश: 91, 113 व 144 रुपये ही मिलते थे.
स्टीफन 20 सूत्री के अध्यक्ष
विधायक स्टीफन मरांडी राज्य 20 सूत्री कार्यक्रम समिति के कार्यकारी अध्यक्ष होंगे. कैबिनेट ने योजना एवं विकास विभाग के प्रस्ताव पर श्री मरांडी को कार्यकारी अध्यक्ष मनोनीत करने पर सहमति प्रदान की.
Many important decisions were taken in the Jharkhand Cabinet meeting on Friday. Under this, it has been decided to build an elevated road from near Sahajanand Chowk in Harmu to Judge Colony on Kanke Road.
Ranchi: Jharkhand Cabinet has approved the plan of Harmu Elevated Road in Ranchi. Under this scheme, a four-lane elevated road will be built from Sahajanand Chowk in Harmu to near Judge Colony on Kanke Road through Jharkhand State Highway Authority, the total length of which will be three km. The project will cost a total of Rs 430.75 crore, which also includes land acquisition, utility shifting and rehabilitation work.
A special compensation scheme has been approved for policemen martyred or injured in the violence.
The Cabinet has approved a special compensation scheme for policemen martyred or killed in the line of duty in Jharkhand. Under this scheme, the wife or children of the martyr along with his parents will also have the right to the compensation given to the families of the martyrs. 25 percent of the compensation amount will be given to the parents and 75 percent to the wife or children. Besides, an assistance of Rs 5 lakh will also be provided for education to two children of police officers who are martyred or injured in violent acts by extremists or anti-social elements while discharging their duties.
A special fund of Rs 5 crore will be set up for all categories of police officers, personnel, central paramilitary forces, SPOs, SAPS and home guards. A compensation amount of Rs 60 lakh will be paid to the families of police personnel martyred in Naxalite incidents, mob attacks, riots etc. In case of injury, the total expenses incurred during treatment including air ambulance expenses will be reimbursed. At the same time, in case of death due to road or other accidents during the campaign against militants, Rs 35 lakh will be payable and in case of injury, actual treatment expenses will be payable. Whereas, in case of death due to snake bite or malaria during the campaign, there is a provision to give Rs 35 lakh as compensation to the family members.
The plan for maintenance of hospitals has been approved.
The Cabinet has approved the Chief Minister Hospital Operation and Maintenance Scheme for the maintenance and operation of health centers and hospitals under the control of the Health Department. For this, an advance amount of Rs 116 crore has been approved from JCF. Under the scheme, Rs 75 lakh will be spent every year on the maintenance of Sadar hospitals, Rs 50 lakh on sub-divisional health centres, Rs 10 lakh on community health centres, Rs five lakh on primary health centers and Rs two lakh on health sub-centres.
Dearness allowance of state employees increased by nine percent:
The cabinet decided to increase the dearness allowance of state government employees by nine percent. At present the rate of dearness allowance given to state employees is 221 percent. This will be increased to 230 percent. The Personnel Department has increased the rates of dearness allowance in the unrevised pay scale (sixth central pay scale) of state employees with effect from 01.07.23. Retired employees will also get this benefit.
Wages of prisoners increased
The Cabinet approved the proposal to amend the remuneration rate fixed for the work done by prisoners in state prisons. Unskilled workers in jail will be given Rs 446, semi-skilled workers will be given Rs 468 and skilled workers will be given Rs 616 per day. Earlier only Rs 91, 113 and 144 were available respectively.
Stephen 20 Point Chairman
MLA Stephen Marandi will be the working chairman of the state 20-point program committee. The Cabinet agreed to nominate Mr. Marandi as the acting president on the proposal of the Planning and Development Department.
