पटना में ‘मिनी गोवा’ की बर्बादी के खतरे के बाद अब बड़ा खतरा है, क्योंकि गंगा में एक नाव उलटी होने की संभावना है।
पटना में गंगा के किनारे सैर-सपाटे के लिए नाव पर सवार होकर नदी पार करना अब जानलेवा हो गया है, जैसे कि ‘मिनी गोवा’ का हादसा दरअसल दिखा रहा है।
शुभम कुमार, पटना: गंगा नदी में नावगेतां के लिए प्रशासन ने कई नियम और दिशा-निर्देश जारी किए हैं। घाटों पर बड़े आयोजनों से पहले अधिकारी बैठक करते हैं और नाव परिचालन से जुड़े निर्देश जारी करते हैं, लेकिन इन्हे अमल में लाना भूल जाते हैं। इस कारण 2017 से अब तक चार बड़े नावदुर्घटनाएं हुई हैं, जिसमें 37 लोगों की मौत हो गई। यहां हैरत की बात यह है कि हादसे से पहले दिए गए दिशा-निर्देशों का पालन नहीं होता है और हादसे के बाद भी कार्रवाई की जाती है, लेकिन यह केवल कागजों तक सिमट जाती है। नाविक अवहेलना से अधिक लोगों को नाव पर सवार कर गंगा की सैर कराते हैं और प्रशासन द्वारा जारी किए गए निर्देशों को धज्जियां उड़ाते हैं।
मिनी गोवा का सैर-सपाटा किसी दिन बड़े हादसे का कारण बन सकता है।
नाव के जांच से लेकर उसके पंजीकरण और चालन की अनेक नियम तो बनाए गए हैं, पर क्या ये सभी नियमों का पालन हो रहा है, यह देखने वाला कोई नहीं है। गांधी घाट से हर दिन बहुत सारे नाविक मिनी गोवा के नाम पर गंगा के पार सैर-सपाटे के लिए लोगों को नावों में बिठा लेते हैं, और ज्यादा भुगतान के लिए अधिक सवारी करा देते हैं। यह सिलसिला सुबह से लेकर शाम तक या रात भर चलता रहता है, लेकिन इस पर न तो पुलिस और न ही जिला प्रशासन की कोई नजर है। मिनी गोवा के नाम पर यह लापरवाही किसी दिन बड़े हादसे का कारण बन सकती है।
अवैध बालू का नियंत्रण नहीं हो रहा है, और इसके परिणामस्वरूप दर्जनों मजदूर इस पर सवार हो रहे हैं।
सैर-सपाटे के अलावा, अवैध बालू ढोने से भी हादसे हो रहे हैं। दीघा और अन्य घाटों पर कई बार बालू से भरी नावें पलट चुकी हैं, जिससे सवार मजदूर गायब हो गए हैं। अवैध बालू को नाव पर साधारित से अधिक भार लाद दिया जाता है, जिससे नाव का आधा से अधिक हिस्सा गंगा में डूब जाता है। इसके अतिरिक्त, नाव पर बालू के साथ सवार होने वाले दर्जनों मजदूर भी होते हैं।

रविवार को गंगा दशहरा के दिन पटना के उमानाथ घाट पर एक नाव हादसा हुआ है, जिसमें बाढ़ के बीच मंझधार में नाव पलट गई। नाव में सवार लोगों में से दर्जनों ने अपनी जान बचाई, लेकिन 4 लोग गंगा में ही लापता हो गए हैं। इनमें नालंदा निवासी एक पूर्व अधिकारी और उनके परिवार सदस्य भी शामिल हैं।

Many times, boats filled with sand have capsized at Digha and other ghats, due to which the laborers on board have gone missing. Illegal sand is loaded on the boat in more weight than usual, due to which more than half of the boat sinks in the Ganga. In addition, there are dozens of laborers who board the boat along with the sand.
