रांची : आपकी सरकार दिल्ली, रांची या फिर एयर कंडीशनर में बैठकर नहीं, बल्कि गांव-गांव पहुंच कर लोगों के लिए काम कर रही है। किसी ने नहीं सोचा था कि सरकार राज्य के लोगों के द्वार तक जाएगी, लेकिन आज गांव-गांव पदाधिकारी योजनाएं लेकर लोगों के द्वार तक पहुंच रहे हैं। मेरा प्रयास है, इस राज्य के हर द्वार तक योजना पहुंचे। इसके लिए सरकार विगत तीन वर्ष से शिविर का आयोजन कर जरूरतमंदों को योजनाओं का लाभ दे रही है। राज्य में जब से हमारी सरकार वजूद में आई है हम यहां के आदिवासी-मूलवासी के हक-अधिकार को संरक्षित करने के लिए प्रतिबद्धता के साथ कार्य कर रहे हैं। हमारी सरकार ने आदिवासी-मूलवासी के हक-अधिकार के लिए विधानसभा से 1932 आधारित नियोजन नीति पारित कराया। लेकिन जानबूझकर इसमें कानूनी अड़चन लगा दिया गया, परंतु 1932 आधारित नियोजन नीति के लिए हमारा प्रयास जारी रहेगा। ये बातें मुख्यमंत्री हेमन्त सोरेन ने कही। मुख्यमंत्री आज बोकारो के चास स्थित सोनाबाद में आयोजित ‘आपकी योजना, आपकी सरकार, आपके द्वार’ कार्यक्रम में बोल रहे थे। मुख्यमंत्री ने कहा राज्य की समृद्धि के लिए सरकार तिनका-तिनका जोड़ रही है।
04 वर्ष में 37 लाख को पेंशन, 20 लाख को केसीसी
मुख्यमंत्री ने बताया कि राज्य गठन के बाद ही सभी जरूरतमंद को पेंशन योजना से जोड़ दिया जाना था। लेकिन 2019 से पूर्व तक बुजुर्ग, निराश्रित, दिव्यांग पेंशन के लिए तरसते रहे। वर्ष 2019 तक राज्य में मात्र 15 लाख लोगों को ही पेंशन का लाभ दिया जा रहा था। आपकी सरकार ने मात्र चार वर्ष में 37 लाख लोगों को पेंशन देने का कार्य किया। आज बुजुर्ग, निराश्रित, दिव्यांग को पेंशन से जोड़ा गया। वर्ष 2019 के पूर्व किसानों के आंसू पोछने का काम किसी ने नही किया बल्कि उन्हें रुलाने का कार्य किया गया। राज्य गठन के बाद पिछले 20 वर्ष में 08 लाख किसानों को केसीसी से जोड़ा गया। वहीं हमारी सरकार ने 04 वर्ष में 20 लाख किसानों को किसान क्रेडिट कार्ड (केसीसी) से आच्छादित किया।
बेटियों की पढ़ाई नहीं छूटे, सरकार कर रही सहयोग
मुख्यमंत्री ने कहा कि सावित्रीबाई फूले किशोरी समृद्धि योजना का उद्देश्य राज्य की बेटियों को शिक्षा से जोड़े रखना है। इसके लिए राज्य की करीब आठ लाख बेटियों को योजना से जोड़ दिया गया है। इनकी उच्च शिक्षा के लिए भी सरकार सहयोग कर रही रही। गुरूजी स्टूडेंट क्रेडिट कार्ड योजना लागू करने का निर्णय लिया गया है। इससे राज्य के छात्र- छात्राओं को Engineering, Medical, Law, Research आदि में शिक्षा प्राप्त करने में सुविधा हो सकेगी। 15 लाख रुपए तक का ऋण मिल सकेगा। राज्य सरकार इसके लिए गारंटर बनेगी। समय के साथ शिक्षा पद्धति के अनुसार सरकार गुणवत्तापूर्ण शिक्षा की उपलब्धता सुनिश्चित करने का प्रयास कर रही है।
पूर्व में मिल रहा था बीमारू पशु, अब बीमायुक्त पशु
मुख्यमंत्री ने कहा कि मौसम में लगातार बदलाव हो रहा है, जिसका सर्वाधिक प्रभाव किसानों पर पड़ता है। किसानों को खेती-बाड़ी के अतिरिक्त आर्थिक लाभ हेतु बिरसा हरित ग्राम योजना, मुख्यमंत्री पशुधन विकास योजना, दीदी बाड़ी योजना का संचालन किया जा रहा है, जिसका लाभ किसान अवश्य लें। साथ ही, पशुधन विकास योजना के तहत गाय के अतिरिक्त भैंस भी सरकार दे रही है। पूर्व में किसानों को बीमारू पशु दिया जाता था। अब हमारी सरकार यहां के किसानों बीमाकृत पशु दे रही है ताकि किसी तरह की अनहोनी होने पर बीमा राशि का भुगतान कर पशुपालकों को सहारा दिया जा सके।
बोकारो में 850 किमी ग्रामीण सड़क एवं पथ निर्माण विभाग के तहत 200 किमी सड़क निर्माण की स्वीकृति।
आयोजित कार्यक्रम में बिरसा सिंचाई कूप योजना के तहत 3461, बिरसा हरित ग्राम योजना के तहत 298, मुख्यमंत्री रोजगार सृजन योजना के तहत 434, साईकिल योजना के तहत 2210, मुख्यमंत्री पशुधन विकास योजना के तहत 4515, सावित्रीबाई फूले किशोरी समृद्धि योजना के तहत 1250 लाभुकों को योजना से आच्छादित किया। इसके अतिरिक्त अन्य योजनाओं का लाभ लाभुकों को मिला।
बोकारो जिला में वर्ष 2022- 2023 में अबतक
बिरसा सिंचाई कूप संवर्द्धन योजना अंतर्गत वर्ष 2023 -23 में 3982 योजनाओं को स्वीकृति।
अब तक कुल 201 बीर शहीद पोटो हो खेल विकास योजना अंतर्गत निर्माण कार्य पूर्ण।
कुल 92 आंगनबाड़ी केंद्र का निर्माण पूर्ण।
वर्ष 2023 में सर्वजन पेंशन योजना के तहत 23,825 नए लाभुकों को जोड़ा गया, जिला में कुल 1,75,478 लाभुकों को योजना का लाभ मिल रहा है।
मुख्यमंत्री सुखाड़ राहत योजना के तहत कुल 33,426 किसानों को लाभ
झारखण्ड राज्य फसल राहत योजना के तहत कुल 2472 किसानों को लाभ।
वर्ष 2023 में अनुसूचित जाति, अनुसूचित जनजाति एवं पिछड़ी जाति छात्रवृत्ति मद में कुल 1,54,042 छात्र-छात्राओं को DBT के माध्यम से कुल ₹33 करोड़ 17.95 लाख का भुगतान कर लाभान्वित किया गया
वर्ष 2023 में प्रवेशिकोत्तर/प्रावैधिकी छात्रवृत्ति हेतु On-line प्राप्त आवेदनों पर कुल 11,287 लाभुकों को स्वीकृति देते हुये DBT के माध्यम से कुल ₹16 करोड़ 66 हजार 900 का भुगतान
वर्ष 2023 में मुख्यमंत्री रोजगार सृजन योजना अन्तर्गत कुल 902 लाभुकों को ₹37,92,32,964 का स्वरोजगार हेतु ऋण की स्वीकृति दी गई
सोना सोबरन धोती साड़ी वितरण योजना के तहत 3,07,714 परिवार को लाभ मिला
इस अवसर पर मंत्री सत्यानंद भोक्ता, मंत्री बेबी देवी, बेरमो विधायक कुमार जयमंगल सिंह, राज्य मंत्री दर्जा प्राप्त सह पूर्व विधायक योगेन्द्र महतो, मुख्यमंत्री के सचिव विनय कुमार चौबे, पुलिस उप महानिरीक्षक, बोकारो प्रमंडल, जिला परिषद अध्यक्ष, उपायुक्त बोकारो, पुलिस अधीक्षक बोकारो एवं हजारों की संख्या में लोग उपस्थित थे।

Ever since our government came into existence in the state, we have been working with commitment to protect the rights of the tribals and indigenous people here. Our government got the 1932 based planning policy passed by the Assembly for the rights of tribals and indigenous people. But legal hurdles were deliberately put in it, but our efforts for 1932 based planning policy will continue. Chief Minister Hemant Soren said these things. The Chief Minister was speaking today at the ‘Aapki Yojana, Aapki Sarkar, Aapke Dwar’ program organized at Sonabad in Chas, Bokaro. The Chief Minister said that the government is adding every straw for the prosperity of the state.
Pension to 37 lakhs, KCC to 20 lakhs in 04 years
The Chief Minister said that only after the formation of the state, all the needy were to be linked to the pension scheme. But before 2019, the elderly, destitute and disabled people kept longing for pension. Till the year 2019, only 15 lakh people were being given pension benefits in the state. Your government did the work of giving pension to 37 lakh people in just four years. Today the elderly, destitute and disabled have been linked to pension. Before the year 2019, no one did the work of wiping the tears of the farmers but instead the work was done to make them cry. In the last 20 years after the formation of the state, 08 lakh farmers were linked to KCC. Our government covered 20 lakh farmers with Kisan Credit Card (KCC) in 04 years.
Government is providing support to ensure that daughters do not miss out on education.
The Chief Minister said that the objective of Savitribai Phule Kishori Samriddhi Yojana is to keep the daughters of the state connected with education. For this, about eight lakh daughters of the state have been linked to the scheme. The government was also supporting their higher education. Guruji Student Credit It has been decided to implement the card scheme. This will facilitate the students of the state to get education in Engineering, Medical, Law, Research etc. Loan up to Rs 15 lakh will be available. The state government will become the guarantor for this. The government is trying to ensure the availability of quality education as per the education system with time.
Earlier sick animals were available, now insured animals
The Chief Minister said that the weather is constantly changing, which impacts the farmers the most. Birsa Harit Gram Yojana, Mukhyamantri Pashudhan Vikas Yojana, Didi Bari Yojana are being run to provide economic benefits to the farmers in addition to farming, the benefits of which the farmers must take advantage of. Also, under the Livestock Development Scheme, the government is also providing buffaloes in addition to cows. In the past, sick animals were given to farmers. Now our government is giving insured animals to the farmers here so that in case of any untoward incident, the animal farmers can be supported by paying the insurance amount.
Approval for construction of 200 km road under 850 km Rural Road and Road Construction Department in Bokaro.
In the program organized, 3461 beneficiaries were benefited under Birsa Irrigation Well Scheme, 298 under Birsa Harit Gram Yojana, 434 under Chief Minister Employment Generation Scheme, 2210 under Cycle Scheme, 4515 under Chief Minister Livestock Development Scheme, 1250 beneficiaries under Savitribai Phule Kishori Samridhi Yojana. Covered by the scheme. Apart from this, the beneficiaries got the benefits of other schemes.
So far in Bokaro district in the year 2022- 2023
Approval of 3982 schemes in the year 2023-23 under Birsa Irrigation Well Enhancement Scheme.
Till now, a total of 201 Bir Shaheed Poto Ho Khel Vikas Yojana construction works have been completed.
Construction of total 92 Anganwadi centers completed.
In the year 2023, 23,825 new beneficiaries were added under the Sarvajan Pension Scheme, a total of 1,75,478 beneficiaries in the district are getting the benefits of the scheme.
A total of 33,426 farmers benefited under the Chief Minister Drought Relief Scheme.
A total of 2472 farmers benefited under Jharkhand State Crop Relief Scheme.
In the year 2023, a total of 1,54,042 students will be given scholarship under Scheduled Caste, Scheduled Tribe and Backward Caste through DBT. Benefited by paying ₹33 crore 17.95 lakh
A total of ₹ 16 crore 66 thousand 900 was paid through DBT by approving the applications received online for post-admission/technical scholarship in the year 2023 to a total of 11,287 beneficiaries.
In the year 2023, under the Chief Minister Employment Generation Scheme, a total of 902 beneficiaries were approved for self-employment loan of ₹ 37,92,32,964.
3,07,714 families got benefit under Sona Sobaran Dhoti Saree Distribution Scheme
On this occasion, Minister Satyanand Bhokta, Minister Baby Devi, Bermo MLA Kumar Jaimangal Singh, former MLA with Minister of State status Yogendra Mahato, Secretary to Chief Minister Vinay Kumar Choubey, Deputy Inspector General of Police, Bokaro Division, District Council President, Deputy Commissioner Bokaro, Superintendent of Police. Bokaro and thousands of people were present.
