जेपीएससी ने मूल्यांकन प्रक्रिया में गोपनीयता बनाए रखने और गड़बड़ी की संभावना को कम करने के लिए उत्तरपुस्तिकाओं को कोडिंग करने का निर्णय लिया है।
संजीव सिंह, रांची :झारखंड लोक सेवा आयोग (जेपीएससी) ने सिविल सेवा की उत्तरपुस्तिकाओं के मूल्यांकन में बड़ा बदलाव किया है. 11वीं, 12वीं व 13वीं सिविल सेवा मुख्य परीक्षा की उत्तरपुस्तिकाओं का मूल्यांकन पहली बार ऑनलाइन होगा. मूल्यांकन कार्य के लिए देश भर के प्रमुख विश्वविद्यालयों से 155 विषय विशेषज्ञों को मूल्यांकन कार्य का जिम्मा दिया गया है. ऑनलाइन व्यवस्था को प्रभावी और मजबूत बनाने के लिए आयोग ने 100 कंप्यूटर का अपना लैब भी तैयार कर लिया है.
जानकारी के अनुसार, सिविल सेवा मुख्य परीक्षा के बाद इंटरव्यू तथा रिजल्ट प्रकाशन में हो रहे विलंब को देखते हुए आयोग की अध्यक्ष डॉ मेरी नीलिमा केरकेट्टा ने पहली बार इसमें बड़ा बदलाव किया है. इस मूल्यांकन कार्य की पूरी मॉनिटरिंग खुद अध्यक्ष डैश बोर्ड के माध्यम से करेंगी. मूल्यांकन से पूर्व सभी उत्तरपुस्तिकाओं को सावधानीपूर्वक स्कैन कर कंप्यूटर पर अपलोड कर दिया जायेगा. इसके बाद बारीकी से मूल्यांकन कर अंक दिये जायेंगे. इससे पारदर्शिता भी आयेगी. आयोग ने जुलाई तक इंटरव्यू तथा रिजल्ट प्रकाशित करने का लक्ष्य रखा है.
उत्तरपुस्तिका की कोडिंग की जायेगी
मूल्यांकन कार्य में गोपनीयता बरकरार रखने तथा गड़बड़ी की किसी प्रकार की संभावना को रोकने के लिए आयोग इस बार सभी उत्तरपुस्तिकाओं की कोडिंग करेगा. इससे परीक्षक को उत्तरपुस्तिका में नाम या रोल नंबर के संबंध में किसी प्रकार की जानकारी नहीं मिलेगी. 200 अंकों के पेपर में जेनरल स्टडीज, इनवायरमेंट व टेक्नोलॉजी डेवलपमेंट की उत्तरपुस्तिका का मूल्यांकन अलग-अलग विषय के विशेषज्ञ करेंगे. कुल पांच सेक्शन के लिए परीक्षक द्वारा एक विषय का मूल्यांकन करने के बाद अगले विषय का मूल्यांकन के लिए स्वत: उत्तरपुस्तिका अगले विषय विशेषज्ञ के पास चली जायेगी. पूर्व में उक्त पेपर के मूल्यांकन के लिए अलग-अलग विषय विशेषज्ञ के पास बंडल में उत्तरपुस्तिका भेजी जाती थी. कई विषय के विशेषज्ञ की कमी रहने या फिर मूल्यांकन में देरी करने से रिजल्ट प्रभावित होता था.
342 पदों के लिए मुख्य परीक्षा सोमवार को समाप्त हो गय
11वीं, 12वीं, और 13वीं जेपीएससी सिविल सेवा मुख्य परीक्षा 24 जून को सम्पन्न हो गई। इस के लिए रांची में 342 परीक्षा केंद्र स्थापित किए गए थे। परीक्षा में 7011 अभ्यर्थियों को एडमिट कार्ड जारी किए गए थे, लेकिन परीक्षा में केवल 80 प्रतिशत अभ्यर्थी उपस्थित हुए।

Sanjeev Singh, Ranchi: Jharkhand Public Service Commission (JPSC) has made a major change in the evaluation of civil services answer sheets. The evaluation of answer sheets of 11th, 12th and 13th Civil Services Main Examination will be online for the first time. For the evaluation work, 155 subject experts from major universities across the country have been given the responsibility of evaluation work. To make the online system effective and strong, the Commission has also prepared its own lab of 100 computers.
According to the information, in view of the delay in interview and result publication after the Civil Services Main Examination, Commission Chairperson Dr. Mary Neelima Kerketta has made a major change in it for the first time. The complete monitoring of this evaluation work will be done by the Chairman herself through the dashboard. Before evaluation, all the answer sheets will be carefully scanned and uploaded on the computer. After this, marks will be given after careful evaluation. This will also bring transparency. The Commission has set a target to publish the interviews and results by July.
Answer book will be coded
To maintain confidentiality in the evaluation work and to prevent any possibility of irregularities, this time the Commission will code all the answer sheets. Due to this, the examiner will not get any information regarding name or roll number in the answer book. In the paper of 200 marks, the answer sheets of General Studies, Environment and Technology Development will be evaluated by experts of different subjects. After the examiner evaluates one subject for a total of five sections, the answer sheet will automatically go to the next subject expert for evaluation of the next subject. Earlier, answer sheets were sent in bundles to different subject experts for evaluation of the said paper. The result was affected due to lack of experts in many subjects or delay in evaluation.
Main examination for 342 posts ended on Monday
11th, 12th, and 13th JPSC Civil Services Main Examination was completed on 24th June. For this, 342 examination centers were established in Ranchi. Admit cards were issued to 7011 candidates in the examination, but only 80 percent candidates appeared in the examination.
