सरायकेला खरसावां पशुपालन कार्यालय में मुख्यमंत्री पशुधन योजना मैं भ्रष्टाचार की उच्च स्तरीय जांच करने के लिए भाजपा सरायकेला विधानसभा संयीजक मनोज कुमार चौधरी ने मेल के द्वारा लिखित शिकायत जिला उपायुक्त सरायकेला खरसावां , राज्यपाल महोदय झारखंड, मुख्य सचिव , मंत्रिमंडल निगरानी विभाग झारखंड, सचिव कृषि पशुपालन एवं सहकारिता विभाग झारखंड, आयुक्त कोल्हान प्रमंडल चाईबासा , लिखित पत्र मेल के द्वारा भेजा है पशुधन योजना में व्याप्त भ्रष्टाचार की उच्च स्तरीय जांच कराने के संबंध में कहना है कि लगातार कृषकों की शिकायत आ रही थी कि जिला गव्य विकास केंद्र द्वारा काफी घटिया किस्म की गाय आपूर्ति की जा रही है। गाय वितरण के समय गाय के 15 से 20 लीटर दूध देने की बात बताई जाती है लेकिन कृषकों को अनुदान प्राप्त गाय महज 2 से 3 लीटर ही दूध देती है। तथ्य की जानकारी लेने मेरे द्वारा जिला पशुपालन अधिकारी से मुलाकात की गई उनके द्वारा किसी प्रकार की जानकारी नही दी गई हमारे द्वारा गव्य विकास केंद्र स्थित उपलब्ध गायों का फोटो और वीडियो बनाया गया है। जिससे प्रथम दष्टया भ्रष्टाचार की पुष्टि हो रही है। जिला पशुपालन विभाग द्वारा अन्य योजनाओं में भी काफी भ्रष्टाचार हो रहा है जो पशुपालकों की भौतिक जांच करने पर स्वत: सामने आ जाएगा महोदय राज्य सरकार द्वारा ग्रामीण पशुपालकों की आर्थिक स्थिति में सुधार करने तथा ग्रामीण स्तर पर युवाओं को स्व-नियोजित कर आत्मनिर्भर बनाने एवं उनके पलायन को रोकने के उद्देश्य से करोड़ों रुपए की पशुधन विकास योजना की स्वीकृति प्रदान की गई है कृषि, पशुपालन एवं सहकारिता विभाग अन्तर्गत पशुपालन एवं गव्य विकास निदेशालय, ग्रामीण विकास विभाग (JSLPS, MGNREGA & RURBAN ) तथा कल्याण विभाग द्वारा संचालित पशुधन विकास से संबंधित कई प्रकार की लाभुकोन्मुखी योजनाओं का कार्यान्वयन उक्त योजना के तहत अभिसरण करते हुए समेकित रूप से किया जाना है। इस योजना का उद्देश्य प्रत्येक वित्तीय वर्ष में बड़ी संख्या में ग्रामीण गरीब आबादी को लाभ पहुँचाकर उनकी आर्थिक स्थिति को मजबूती प्रदान करना है। मुख्यमंत्री पशुधन विकास योजना के क्रियान्वयन से संबंधित विस्तृत दिशा-निर्देश / प्रक्रिया आदि कृषि, पशुपालन एवं सहकारिता विभाग झारखण्ड, राँची के कार्यकारी आदेश संख्या-121 दिनांक 03.02.2021 एवं संकल्प संख्या-452 दिनांक 18.06.2021 द्वारा संसूचित है।
माननीय विभागीय मंत्री के निदेश के आलोक में विभागीय आदेश संख्या-1361 दिनांक 10.12.2021 के द्वारा श्री राजेश कुमार सिंह, भा०प्र०से० विशेष सचिव, कृषि, पशुपालन एवं सहकारिता विभाग की अध्यक्षता में उक्त योजना के प्रभावी तरीके से क्रियान्वयन एवं निगरानी हेतु संबंधित संकल्प एवं स्वीकृत्यादेश की समीक्षा कर आवश्यक सुझाव उपलब्ध कराने के लिए सात सदस्यीय समिति का भी गठन हुआ है।
महोदय बड़े खेद के साथ कहना पड़ रहा है कि भ्रष्टाचार का मामला उजागर करने के बाद जिला पशुपालन कार्यालय और संवेदक द्वारा भ्रष्टाचार के मामले की लीपापोती शुरू कर दी गई है।विशेष सूत्रों से जानकारी के मुताबिक कल आधी रात को जिला गव्य विकास केंद्र से चोरी छुपे वहां पर रखी आधी गायों को ठेकेदार द्वारा वहां से अन्यंत्र ले जाया गया एवं शेष आधी बची गायों को आज आधी रात को वहां से दूसरी जगह शिफ्ट करने की योजना बनाई गई है।से आग्रह है ग्रामीण पशुपालकों की आर्थिक स्थिति में सुधार करने तथा ग्रामीण स्तर पर युवाओं को स्व-नियोजित कर आत्मनिर्भर बनाने एवं उनके पलायन को रोकने के महत्वपूर्ण उद्देश्य के विरुद्ध जिला पशुपालन कार्यालय में व्याप्त भ्रष्टाचार की उच्च स्तरीय जांच समिति गठित कर दोषियों के विरुद्ध कार्रवाई करने की कृपा करें
Seraikela Kharsawan Animal Husbandry Office, BJP Seraikela Vidhansabha Convenor Manoj Kumar Chowdhary, District Deputy Commissioner Seraikela Kharsawan, Governor Jharkhand, Chief Secretary, Cabinet Monitoring Department Jharkhand, Secretary Agriculture Animal Husbandry And Cooperative Department Jharkhand, Commissioner Kolhan Division Chaibasa, has sent a written letter by mail regarding the high level investigation of corruption prevailing in the livestock scheme, it is said that the complaints of the farmers were continuously coming that the District Cow Development Center is producing very poor quality Cow is being supplied. At the time of cow distribution, it is told that the cow gives 15 to 20 liters of milk, but the subsidized cow gives only 2 to 3 liters of milk to the farmers. To know the facts, I met the District Animal Husbandry Officer, no information was given by him, we have made photo and video of cows available at Gavya Vikas Kendra. Due to which prima facie corruption is being confirmed. A lot of corruption is also taking place in other schemes by the District Animal Husbandry Department, which will automatically come to the fore after physical examination of cattle rearers. In order to prevent their migration, approval has been given for livestock development scheme worth crores of rupees. In the light of the direction of the Honorable Departmental Minister, by departmental order number-1361 dated 10.12.2021, under the chairmanship of Mr. Rajesh Kumar Singh, IAS Special Secretary, Agriculture, Animal Husbandry and Cooperative Department, related resolution and monitoring for effective implementation and monitoring of the above scheme. A seven-member committee has also been formed to review the sanction order and provide necessary suggestions.
Sir, it is with great regret that after exposing the corruption case, the District Animal Husbandry Office and the sensor have started covering up the corruption case.According to the information from special sources, theft from the District Gavya Vikas Kendra at midnight last night Half of the cows kept hidden there were taken away by the contractor from there and a plan has been made to shift the remaining half of the cows to another place at midnight today. It is urged to improve the economic condition of the rural cattle herders Kindly take action against the culprits by setting up a high-level investigation committee of corruption prevalent in the District Animal Husbandry Office against the important objective of making self-employed youth self-reliant and preventing their migration.
