घोड़ानेगी गांव के 118 रैयतदारों के जमीन का मुआवजा भुगतान व डैम के जलस्तर 180 मीटर से निचे रखने को लेकर विभागीय सचिव से मिले विधायक सविता महतो

जमशेदपुर के निर्मल भवन परिसर में शुक्रवार को जल संसाधन विभाग के सचिव प्रशांत कुमार से ईचागढ़ के विधायक सविता महतो व घोड़ानेगी गांव के रैयतदारों एवं विस्तापित ग्रामीण मिले। इस दौरान विधायक ने सचिव को एक मांग पत्र सौंपा जिसमें चांडिल जलाशय स्वर्णरेखा बहुउद्देशीय परियोजना के अंतर्गत दाया तट शिविर हेतु घोड़ानेगी गांव का जमीन विगत 40 वर्षों से कार्यालय एवं आवासीय कॉलोनी, निरीक्षण भवन, पॉलिटेक्निक कॉलेज, गोदाम का निर्माण आपके द्वारा किया गया। लेकिन आज तक रैयतो का जमीन मुआवजा भुगतान नहीं किया गया। कार्यपालक अभियंता सुवर्णरेखा बांध प्रमंडल संख्या 2 चांडिल के द्वारा उक्त भूमि के अधिग्रहण हेतु अधियाचना विशेष भू अर्जन कार्यालय स्वर्णरेखा परियोजना चांडिल को दिया गया। अधिसूचना के अनुसार भु अर्जन कार्यालय द्वारा रैयतो को प्रथम नोटिस दिया गया। (अधिसूचना की कार्रवाई की गई है) राशि के अभाव में भू अर्जन द्वारा अभी घोषणा नहीं किया जा रहा है। 15 जुलाई 2023 को राशि प्राप्त ना होने के कारण भुअर्जन का प्रक्रिया लैप्स हो जाएगा। राशि 24.50 करोड़ के लिए विभाग को कई बार अधियाचना दिया गया है एवं चांडिल डैम प्रक्षेत्र में कुल 116 गांव पूर्णत प्रभावित हुए है परंतु वर्तमान में जल संसाधन विभाग द्वारा आर एल 183 मीटर तक के प्रभावित ग्रामों को पूर्णात पुनर्वास सुविधा मुहैया नहीं कराई गई है ऐसी स्थिति में जनहित में आर एल180 मीटर तक ही जल भंडारण करना ही श्रेयस्कर है। मात्र 43 गांव के ही विस्थापितों का ही पुनर्वास की दिशा में पहल की जा रही है जबकि कुल 116 गांव को पूर्णा पुनर्वास की दिशा में पहल होनी चाहिए। उन्होंने पुनर्वास कार्यालय में निधि उपलब्ध नहीं होने एवं पुनर्वास कार्यालय संख्या 2 चांडिल द्वारा विस्थापितों के पुनर्वास अनुदान राशि आवंटन के अभाव में अभाव में पुनर्वास का कार्ज बाधित है। विधायक ने मांग पत्र के माध्यम से चांडिल बांध के जलस्तर को आर एल 180 मीटर से नीचे रखने व घोड़ानेगी के 118 रैयतो का जमीन मुआवजा भुगतान का मांग किया है। इस अवसर पर उपायुक्त अरवा राजकमल, अनुमंडल पदाधिकारी रंजीत लोहरा, केंद्रीय सदस्य काबलु महतो, अभय यादव, पशुपति बागची, गणपति कैवत, सुभाष चंद्र महतो, अमीन महतो, धनंजय पोद्दार, डोमन कैवत , शक्ति पद मंडल, मधु गोप, सुधीर महतो, मोनोहर घुनीया मानिक मंडल आदि विस्थापित उपस्थित थे।

During this, the MLA handed over a demand letter to the Secretary, in which the land of Ghodanagi village for right bank camp under Chandil Reservoir Subarnarekha Multipurpose Project, office and residential colony, inspection building, polytechnic college, godown was constructed by you for the last 40 years. But till date the land compensation of the ryots has not been paid. The requisition for the acquisition of the said land was given to the Special Land Acquisition Office, Subarnarekha Project Chandil, by Executive Engineer Subarnarekha Dam Division No. 2, Chandil. According to the notification, the first notice was given to the ryots by the land acquisition office. (Notification action has been taken) Due to lack of funds, the announcement is not being made through land acquisition. Due to non-receipt of amount on July 15, 2023, the process of land acquisition will lapse. The department has been requisitioned several times for an amount of 24.50 crores and a total of 116 villages have been completely affected in the Chandil Dam area, but at present the water resources department has not provided complete rehabilitation facilities to the affected villages up to RL 183 meters. In the situation, it is better to store water only up to RL 180 meters in public interest. Initiative is being taken in the direction of rehabilitation of the oustees of only 43 villages whereas initiative should be taken in the direction of complete rehabilitation of total 116 villages. He said that due to non-availability of funds in the Rehabilitation Office and due to lack of allocation of rehabilitation grant amount to the oustees by Rehabilitation Office No. 2 Chandil, the work of rehabilitation is obstructed. Through a demand letter, the MLA has demanded to keep the water level of Chandil dam below RL 180 meters and to pay land compensation to 118 ryots of Ghoranegi. On this occasion, Deputy Commissioner Arva Rajkamal, Sub-Divisional Officer Ranjit Lohra, Central Members Kablu Mahto, Abhay Yadav, Pashupati Bagchi, Ganpati Kaivat, Subhash Chandra Mahto, Amin Mahto, Dhananjay Poddar, Doman Kaivat, Shakti Pad Mandal, Madhu Gop, Sudhir Mahto, Monohar Displaced Ghuniya Manik Mandal etc. were present.
