झमाझम बारिश ने चांडिल डैम के विस्थापितों की चिंता बढ़ाई
सरायकेला – खरसावां। जिले के चांडिल अनुमंडल में बीते कल से अबतक हो रही झमाझम बारिश से एक तरफ किसानों के चेहरे पर मुस्कान देखी जा रही हैं। किसान अपने खेतों में धान की फसल लगाने जुट गए हैं। वहीं, दूसरी ओर इस झमाझम बारिश ने चांडिल डैम के हजारों विस्थापितों को उदास कर दिया है। हर साल की तरह इस साल भी मूसलाधार बारिश ने फिर एक विस्थापितों की चिंता बढ़ा दी है।
दरअसल, जब भी भारी बारिश होती हैं तो चांडिल डैम का जलस्तर बढ़ने लगती हैं और विस्थापित गांवों में पानी घुसने लगती हैं। विस्थापित गांवों में पानी घुसकर लोगों को बेघर होने को मजबूर कर देती हैं। जब डैम के पानी गांवों में घुसने लगती हैं तो विस्थापितों को दूसरे जगहों पर आश्रय लेना पड़ता है।
प्राप्त जानकारी के अनुसार बीती रात की झमाझम बारिश के बाद चांडिल डैम के जलस्तर में थोड़ी बढ़ोतरी हुई हैं। हालांकि, अभीतक चांडिल डैम का जलस्तर स्थिर है। आज शाम चार बजे तक डैम का जलस्तर 178 मीटर रिकॉर्ड दर्ज किया गया है। यदि इसी तरह से झमाझम बारिश होती रहीं और डैम का गेट नहीं खोला जाएगा तो निश्चित रूप से विस्थापित गांवों में पानी घुस आएगी।
16 जून से चल रहा विस्थापितों का आंदोलन
बीते 16 जून से चांडिल डैम के विस्थापितों द्वारा दस सूत्री मांगों के समर्थन को लेकर आंदोलन किया जा रहा है। अखिल झारखंड विस्थापित अधिकार मंच के बैनर तले 116 गांव के विस्थापित चांडिल पुनर्वास कार्यालय के समक्ष अनिश्चितकालीन धरना प्रदर्शन कर रहे हैं। इसके अलावा समय समय पर कार्यालयों के घेराव कार्यक्रम भी चल रही हैं। विस्थापितों की मांग है कि जब तक बकायेदारों का मुआवजा राशि भुगतान पूरा नहीं हो जाता है, तब तक डैम का जलस्तर 177 मीटर ही रखा जाय। हालांकि, सावन माह खत्म होने के कुछ दिन बचे हुए हैं और अबतक भारी बारिश नहीं होने के कारण डैम का जलस्तर नहीं बढ़ा है। कल हुई बारिश से मात्र एक मीटर जलस्तर बढ़ा है। मंगलवार शाम चार बजे तक चांडिल डैम का जलस्तर 178 मीटर तक पहुंची है।
अखिल झारखंड विस्थापित अधिकार मंच द्वारा अब व्यापक स्तर पर आंदोलन करने की तैयारी है। मंच के संस्थापक एवं केंद्रीय अध्यक्ष राकेश रंजन महतो, केंद्रीय प्रवक्ता अनूप महतो समेत अन्य पदाधिकारी लगातार जनजागरण अभियान चला रहे हैं और विस्थापितों से आंदोलन को समर्थन करने की अपील कर रहे हैं। ईचागढ़, नीमडीह, चांडिल व कुकडू प्रखंड अंतर्गत चांडिल डैम के 116 गांवों में दिन – रात जन जागरूकता अभियान चलाया जा रहा है।
मंच के अनूप महतो ने बताया कि अपनी दस सूत्री मांगों को लेकर हमलोग लगातार आंदोलन कर रहे हैं लेकिन सरकार की ओर से अबतक वार्ता की पहल नहीं की गई हैं जो बहुत ही चिंताजनक है। इससे समझ में आ रही हैं कि राज्य सरकार चांडिल डैम के विस्थापितों के समस्याओं के प्रति बिल्कुल भी गंभीर नहीं है। उन्होंने कहा कि डैम का जलस्तर बढ़ने के कारण हर साल विस्थापितों के घर, खेत खलिहान डूब जाते हैं। जान माल की क्षति होती हैं। विस्थापितों की मांग है कि जब तक संपूर्ण रूप से डैम का मुआवजा राशि भुगतान पूरा नहीं होता है तब तक डैम का जलस्तर 177 मीटर ही रखा जाय। यदि डैम का जलस्तर बढ़ाया जाएगा तो जल्द ही सुवर्णरेखा बहुउद्देश्यीय परियोजना के मुख्य अभियंता का कार्यालय घेराव करेंगे।

In fact, whenever there are heavy rains, the water level of Chandil Dam starts rising and water starts entering the displaced villages. Water enters the displaced villages and forces people to become homeless. When the water of the dam starts entering the villages, the displaced have to take shelter in other places.
According to the information received, there has been a slight increase in the water level of Chandil Dam after last night’s heavy rains. However, till now the water level of Chandil Dam is stable. The water level of the dam has recorded a record of 178 meters till 4 pm today. If it continues to rain like this and the gate of the dam is not opened, then definitely water will enter the displaced villages.
Displaced movement since June 16
Since June 16, the oustees of Chandil Dam have been agitating in support of their ten-point demands. Under the banner of All Jharkhand Displaced Rights Forum, the displaced Chandils of 116 villages are staging an indefinite protest in front of the rehabilitation office. Apart from this, siege programs of offices are also going on from time to time. The oustees demanded that the water level of the dam should be kept at 177 meters till the payment of compensation amount to the defaulters is completed. However, a few days are left for the end of the month of Sawan and the water level of the dam has not increased due to no heavy rains till now. Due to yesterday’s rain, the water level has increased by only one meter. The water level of Chandil Dam has reached 178 meters till 4 pm on Tuesday.
Akhil Jharkhand Displaced Rights Forum is now preparing to organize a widespread agitation. Manch’s founder and central president Rakesh Ranjan Mahato, central spokesperson Anoop Mahato and other officials are continuously running public awareness campaign and appealing to the displaced to support the movement. Manch’s Anoop Mahato said that we are continuously agitating for our ten-point demands, but till now no initiative has been taken by the government for talks, which is very worrying. It is understood from this that the state government is not at all serious about the problems of the oustees of Chandil Dam. He said that due to the rise in the water level of the dam, houses and farm barns of the displaced people get submerged every year. There is loss of life and property. The oustees have demanded that the water level of the dam should be kept at 177 meters only until the compensation amount for the dam is completed. If the water level of the dam is increased, they will soon gherao the office of the Chief Engineer of the Subarnarekha Multipurpose Project.
