झारखंड: सीएम चंपाई सोरेन ने कहा है कि अबुआ आवास योजना में लापरवाही करने वालों पर कार्रवाई होगी, और हर ब्लॉक में सीएम स्कूल ऑफ एक्सीलेंस शुरू किया जाएगा।

झारखंड के मुख्यमंत्री चंपाई सोरेन ने समीक्षा बैठक में उजागर किया कि अबुआ आवास योजना में लापरवाही का कोई स्थान नहीं है। लापरवाह अधिकारियों के खिलाफ सख्त कार्रवाई होगी। उन्होंने उजागर किया कि हर ब्लॉक में सीएम स्कूल ऑफ एक्सीलेंस स्थापित किया जाएगा, ताकि हर वर्ग के बच्चों को उच्च गुणवत्ता की शिक्षा प्राप्त हो सके।

रांची: सीएम चंपाई सोरेन ने बुधवार को प्रोजेक्ट भवन में अधिकारियों के साथ समीक्षा बैठक की। इस अवसर पर उन्होंने बताया कि अबुआ आवास योजना में लापरवाही करनेवाले अफसरों पर सख्त कार्रवाई होगी। उन्होंने लोगों को न्यूनतम दर पर आवास निर्माण के लिए उपलब्ध बालू जैसी निर्माण सामग्री की पहुंच को बढ़ावा देने की बात कही। सीएम ने यह भी उजागर किया कि सरकार की प्राथमिकता है सभी वर्गों को बेहतर शिक्षा प्रदान करना। उन्होंने घोषणा की कि राज्य के सभी प्रखंडों में सीएम स्कूल ऑफ एक्सीलेंस स्थापित किए जाएंगे। इसके साथ ही, राज्य में संचालित 80 सीएम स्कूल ऑफ एक्सीलेंस को प्राइवेट स्कूलों की तरह अपग्रेड करने का निर्देश दिया गया।

अबुआ आवास योजना में ग़ैर-ज़िम्मेदार अधिकारियों के खिलाफ सख्त कार्रवाई होगी।

सीएम चंपाई सोरेन ने अबुआ आवास योजना के पहले चरण में स्वीकृत किए गए 2 लाख आवास और उनकी पहली किस्त की राशि जारी होने के बाद आवास निर्माण की प्रगति की जानकारी ली, और तेजी लाने के निर्देश दिए। उन्होंने यह भी कहा कि इस योजना के लाभुकों में गरीब और जरूरतमंद होते हैं, और न्यूनतम दर पर उन्हें आवास निर्माण के लिए बालू जैसी सामग्री उपलब्ध कराने की पहल की। लाभुकों की चयन प्रक्रिया में पारदर्शिता का पालन किया जाएगा। उन्होंने कहा कि जो लोग अबुआ आवास के लिए चयनित हो गए हैं और जिनका पहला चरण संतोषजनक है, उन्हें दूसरी किस्त की राशि जारी की जाए। इस योजना में अनियमितता और लापरवाही बरतने वाले अधिकारियों पर कार्रवाई की जाएगी।

झारखंड के सभी प्रखंडों में होंगे सीएम स्कूल ऑफ एक्सीलेंस।

मुख्यमंत्री चंपाई सोरेन ने कहा है कि शिक्षा ही सामाजिक उन्नति का आधार है और राज्य के सभी वर्गों के बच्चों को बेहतर शिक्षा देना राज्य सरकार की प्राथमिकता है। बच्चों में शिक्षा का अलख जगाना हमारी सरकार की जिम्मेदारी है। आने वाले समय में सभी प्रखंड में सीएम स्कूल ऑफ एक्सीलेंस होंगे, जहां रेगुलर टीचर की नियुक्ति होगी और गुणवत्तापूर्ण पढ़ाई की सुनिश्चितता होगी। सीएम स्कूल ऑफ एक्सीलेंस विद्यालयों में 100% रिजल्ट होने के लिए सभी आवश्यक प्रयास किए जाएंगे और शिक्षा में किसी भी प्रकार से कोई कोताही नहीं होगी। इस प्रोजेक्ट को सरकार की एक महत्वपूर्ण पहल के रूप में देखा जाता है, और विद्यार्थियों की उपस्थिति की 100% दर्ज की जाएगी।

म्यूटेशन में खराब प्रदर्शन करनेवाले सीओ के खिलाफ होगी कार्रवाई
सीएम चंपाई सोरेन ने कहा कि म्यूटेशन तय समय सीमा के अंदर हो, इसे सुनिश्चित करें. म्यूटेशन के मामले बिना किसी वजह से लंबित नहीं रहने चाहिए. अंचल ऑफिस में म्यूटेशन के कई मामले बिना किसी ऑब्जेक्शन के काफी समय तक लंबित रहते हैं. म्यूटेशन केसेज का ना तो निष्पादन होता है और ना ही रिजेक्ट किया जाता है. इसकी जांच हो. हजारीबाग, रांची, गिरिडीह और पलामू के कई अंचलों में म्यूटेशन के मामलों के निष्पादन की प्रक्रिया काफी खराब है. ऐसे में इन जिलों के खराब परफॉर्म करने वाले अंचलों को चिन्हित कर वहां के अंचल अधिकारियों के खिलाफ कार्रवाई करने का प्रस्ताव भेजें.

गलत तरीके से जमीन की खरीद-बिक्री करनेवालों पर हो कार्रवाई
सीएम चंपाई सोरेन ने कहा कि सभी डीसी अपने जिले के अंतर्गत आने वाले उन अंचलों को चिन्हित करें, जहां बिना किसी वजह के म्यूटेशन के मामले 90 दिनों से ज्यादा समय से लंबित हैं. उन्हें शो कॉज करें और कार्रवाई का प्रस्ताव भेजें. राज्य के कई इलाकों में जमीन की गलत तरीके से खरीद-बिक्री के मामले सामने आ रहे हैं. इस पर हर हाल में रोक लगे. इसमें जो भी दोषी हो, उनके खिलाफ कार्रवाई हो. सभी डीसी अपने जिलों के अंतर्गत आनेवाले अंचलों का नियमित निरीक्षण करें और वहां म्यूटेशन के मामलों की समीक्षा करें. जमीन से संबंधित दस्तावेजों का भी वेरिफिकेशन करें.

डीएमएफटी फंड के तहत खर्च की जानेवाली राशि की समीक्षा
सीएम ने कहा कि पाकुड़, गढ़वा, चतरा, रामगढ़ सहित वैसे सभी जिले, जहां डीएमएफटी की राशि कम खर्च हुई है, उन जिलों के उपायुक्त डीएमएफटी फंड की राशि का खर्च बढ़ाएं, जो स्कीम जिलों में डीएमएफटी फंड से लिए गए हैं उनके कार्यों में तेजी लाएं.

Strict action will be taken against irresponsible officials in Abua Housing Scheme.

CM Champai Soren took information about the progress of housing construction after the release of 2 lakh houses sanctioned in the first phase of Abua Housing Scheme and the amount of their first installment, and gave instructions to accelerate it. He also said that the beneficiaries of this scheme are the poor and needy, and took the initiative to provide them materials like sand for house construction at minimal rates. Transparency will be followed in the selection process of beneficiaries. He said that those who have been selected for Abua Housing and whose first phase is satisfactory, the amount of the second installment should be released to them. Action will be taken against officials involved in irregularities and negligence in this scheme.

There will be CM Schools of Excellence in all the blocks of Jharkhand.

Upgrade CM School of Excellence like private schools

CM Champai Soren said that it should be ensured that the mutation happens within the stipulated time limit. Mutation cases should not remain pending without any reason. Many mutation cases remain pending in the zonal office for a long time without any objection. Mutation cases are neither executed nor rejected. This should be investigated. The process of execution of mutation cases is very poor in many areas of Hazaribagh, Ranchi, Giridih and Palamu. In such a situation, identify the poorly performing areas of these districts and send a proposal to take action against the area officers there.

Action should be taken against those who buy and sell land wrongly
CM Champai Soren said that all DCs should identify those areas under their districts, where mutation cases are pending for more than 90 days without any reason. Show them cause and send them a proposal for action. Cases of wrongful buying and selling of land are coming to light in many areas of the state. This should be stopped at all costs. Whoever is guilty in this, action should be taken against them. All DCs should regularly inspect the areas falling under their districts and review the mutation cases there. Also verify the documents related to the land.

Review of amount to be spent under DMFT Fund
CM said that in all the districts including Pakur, Garhwa, Chatra, Ramgarh, where the DMFT amount has been spent less, the Deputy Commissioners of those districts should increase the expenditure of the DMFT fund amount in their works which have been taken from the DMFT fund in the scheme districts.
