झारखंड: निजी हाथों में जा सकती है शराब की बिक्री, कम राजस्व को देखते हुए निर्णय ले सकती है राज्‍य सरकार

रांची, राज्य ब्यूरो: आगामी वित्तीय वर्ष 2023-24 में शराब की बिक्री एक बार फिर निजी हाथों में जा सकती है। इसका मुख्य कारण शराब के शौकीनों को वर्तमान वित्तीय वर्ष में हुईं परेशानियां व राजस्व की कमी है।

वर्तमान वित्तीय वर्ष 2022-23 में 2200 करोड़ के राजस्व लक्ष्य का पीछा करते हुए विभाग ने अब तक केवल 1609 करोड़ राजस्व हासिल किया है। चालू वित्तीय वर्ष के समापन में केवल एक महीना ही बचा है।

ऐसी स्थिति में आगामी वित्तीय वर्ष में व्यवस्था सुचारू व बढ़िया तरीके से चल सके, इसके लिए आयुक्त उत्पाद कर्ण सत्यार्थी ने सभी जिलों के उपायुक्तों को पत्र लिखकरआगामी वित्तीय वर्ष 2023-24 के लिए उत्पाद लाइसेंस के बंदोबस्ती का प्रस्ताव भेजने को कहा है। जल्द ही प्रस्ताव आने के बाद बंदोबस्ती की प्रक्रिया भी जल्द होगी।

गौरतलब है कि राज्य में अभी राज्य सरकार स्वयं शराब बेच रही है। इसके लिए छत्तीसगढ़ के माडल को झारखंड में लागू किया गया है। उक्त माडल के अनुसार, प्लेसमेंट एजेंसियों के माध्यम से राज्य सरकार के खुदरा दुकानों में मैनपावर उपलब्ध कराया गया है।

वर्तमान उत्पाद नीति में ट्रैक एंड ट्रेस सिस्टम को भी प्रमुखता से लागू किया जाना था, जो अब तक सही तरीके से धरातल पर नहीं उतर सका। यहां तक की एमआरपी से भी ऊंची कीमत पर शराब की बिक्री की शिकायतें मिल रही हैं, जिसपर विभाग कार्रवाई भी कर रहा है।

इन शर्तों के साथ निजी हाथों में दी जाएगी शराब की बिक्री

झारखंड शराब व्यापारी संघ ने उत्पाद एवं मद्य निषेध विभाग के मंत्री जगरनाथ महतो को पत्र लिखकर यह भरोसा दिलाया है कि आगामी वित्तीय वर्ष में शराब की बिक्री उनके हाथों में दें, वे 3500 करोड़ रुपये का राजस्व देने को तैयार हैं।

हालांकि, संघ ने इसके लिए कुछ शर्तों को भी मंत्री के सामने रखा है। इन शर्तों में शराब की अधिकतम बिक्री दर (एमआरपी) पड़ोसी राज्य पश्चिम बंगाल से अधिक न हो। ऐसा होने से शराब की बिक्री बढ़ेगी और राजस्व बढ़ेगा।

खुदरा दुकानों की बंदोबस्ती स्लाइडिंग स्केल पद्धति के तहत हो। बिक्री कर को एक्साइज ड्यूटी में सम्मलित कर दिया जाय व पड़ोसी राज्य पश्चिम बंगाल की उत्पाद नीति का अवलोकन भी शामिल हैं।

संघ के अध्यक्ष अचिंत्य कुमार शा व महासचिव सुबोध कुमार जायसवाल ने यह मांग लिखित रूप में की है, जिसपर सरकार विचार कर रही है।

The Jharkhand Liquor Traders Association has written a letter to Excise and Prohibition Minister Jagarnath Mahato, assuring him to hand over the sale of liquor in the coming financial year, as they are ready to give a revenue of Rs 3,500 crore.

However, the union has also put some conditions before the minister for this. Under these conditions, the maximum selling rate (MRP) of liquor should not exceed that of the neighboring state of West Bengal. Due to this, the sale of liquor will increase and the revenue will increase.
