ब्रिटेन में एक ओर ‘ग्रूमिंग गैंग्स’ यानी यौन शोषण के अपराधियों को लेकर टास्क फोर्स बनाने की घोषणा की गई है, तो दूसरी ओर गृहमंत्री के एक बयान ने पाकिस्तान और ब्रिटेन को एक दूसरे के सामने लाकर खड़ा कर दिया है। गृहमंत्री सुएला ब्रेवरमैन ने बच्चों और युवतियों के खिलाफ यौन अपराधों के लिए ब्रिटिश पाकिस्तानियों को जिम्मेदार बताया है। पाकिस्तान इसी बयान से बौखला गया है और माफी की मांग की है।
क्या है ग्रूमिंग
ग्रूमिंग में अपराध एक कुटिल योजना और प्रक्रिया के तहत किया जाता है जिसमें अपराधी दिन या सप्ताह या महीने तक का वक्त लगाते हैं। इस दौरान अपराधी पहले तो पीड़िता का विश्वास जीतता है फिर उसे संबंध बनाने के लिए प्रेरित करता है। वह किसी भी पीड़िता को लुभाने के लिए कई तरह के हथकंडे अपनाता है जैसे तोहफा देना आदि। अलग-अलग मामलों में अपराधी पीड़िता की कमजोरियों का भी फायदा उठाते हैं। इसके बाद जुर्म करने वाला व्यक्ति पीड़िता को यौन व्यवहार के प्रति असंवेदनशील बनाता है और उसके विरोध को खत्म करने की कोशिश करता है। कुछ समय के बाद पीड़िता उसके चंगुल में इस तरह फंस जाती है कि यौन शोषण के गंभीर अपराध की शिकायत भी नहीं कर पाती है।
