रामगढ़ उपचुनाव : राजनीतिक रस्साकशी शुरू, सीएम हेमंत की पत्नी भी आजमा सकती किस्मत, एनडीए गठबंधन किस पर खेलेगी दांव – पढ़िए रिपोर्ट

छह महीने के भीतर होंगे उपचुनाव, तीन साल में चार उपचुनाव में एनडीए गठबंधन को मिली हार

डेस्क। झारखंड के रामगढ़ विधानसभा में आने वाले छह महीने के भीतर उपचुनाव होना तय है। रामगढ़ से कांग्रेस की विधायक ममता देवी को न्यायालय द्वारा पांच वर्ष की कारावास की सजा सुनाए जाने के साथ ही उनकी सदस्यता रद्द कर दी गई हैं। झारखंड विधानसभा अध्यक्ष रविंद्र नाथ महतो के निर्देश पर सचिव द्वारा ममता देवी के सदस्यता खत्म होने की अधिसूचना जारी कर दिया गया है। इसके बाद से ही राजनीतिक गलियारों में अटकलें तेज हो गई हैं। वहीं, राजनीतिक दलों ने भी ताल ठोंकना शुरू कर दिया है।

चुनाव आयोग ने भी उप चुनाव को लेकर तैयारी शुरू कर दी है। रामगढ़ विधानसभा उपचुनाव को लेकर अब बाजार में राजनीतिक चर्चाएं शुरू हो गई हैं। चर्चा चल रही हैं कि आखिर ममता देवी के बाद रामगढ़ का अगला विधायक कौन होगा? आम लोगों की चर्चा और बढ़ती राजनीतिक तापमान ने लोगों की चाहत को बढ़ा दिया है।

उपचुनाव को लेकर झामुमो, कांग्रेस, आजसू, भाजपा समेत अन्य राजनीतिक दल के नेता व कार्यकर्ता सक्रिय होने लगे हैं। 2019 विधानसभा चुनाव में हार का मुंह देखने वाली आजसू प्रत्याशी सुनीता चौधरी लगातार क्षेत्र में सक्रिय हैं। सुनीता चौधरी के पति एवं गिरिडीह के सांसद चंद्रप्रकाश चौधरी भी क्षेत्र में सक्रिय रहते हैं। उपचुनाव की खबरें आने के बाद सांसद चंद्रप्रकाश चौधरी और उनकी पत्नी सुनीता चौधरी दोनों क्षेत्र में काफी सक्रिय हैं।

2019 के विधानसभा चुनाव में सुनीता चौधरी आजसू के टिकट से चुनाव लड़ी थी। 2019 चुनाव में रामगढ़ विधानसभा में कुल 44.7 प्रतिशत मतदान हुए थे। उसमें कांग्रेस प्रत्याशी ममता देवी ने आजसू प्रत्याशी सुनीता चौधरी को 28, 718 मतों के मार्जिन से हराया था। ममता देवी को कुल 99, 944 मत प्राप्त हुए थे, जबकि आजसू के सुनीता चौधरी को 71, 226 मत मिले थे। हालांकि, राजनीतिक गलियारों में यह भी हमेशा चर्चा रहती हैं कि 2019 विधानसभा चुनाव में भाजपा और आजसू ने अलग होकर चुनाव लड़ा था, जिसके कारण गठबंधन को इतनी बड़ी जीत मिली थी। इस सीट से भाजपा प्रत्याशी रणजय कुमार (कुन्तु बाबू) को 31, 874 मत मिले थे। यदि भाजपा और आजसू प्रत्याशी के मतों को जोड़कर देखा जाय तो राजनीतिक गलियारों की बातों से इंकार नहीं किया जा सकता है।

चुनावी अखाड़े में आ सकती हैं ओडिशा की बेटी कल्पना सोरेन

रामगढ़ उपचुनाव को लेकर मुख्यमंत्री हेमंत सोरेन भी सक्रिय दिख रहे हैं। वह हर बार रामगढ को अपना जन्मभूमि बता रहे हैं। हाल ही में मुख्यमंत्री हेमंत सोरेन अपने पिता एवं झामुमो सुप्रीमो शिबू सोरेन, माता रूपी सोरेन, पत्नी कल्पना सोरेन एवं बच्चों के साथ रामगढ़ के राजरप्पा स्थित प्रसिद्ध शक्तिपीठ छिन्नमस्तिका में पूजा करने पहुंचे थे। जहां मुख्यमंत्री हेमंत सोरेन ने मीडिया से मुखातिब होते हुए कहा रामगढ उनकी जन्मभूमि है, यहां के मिट्टी से उन्हें प्रेम है। मुख्यमंत्री हेमंत सोरेन के इस बयान के बाद तथा रामगढ़ विधानसभा के प्रति सक्रियता को लेकर भी कई तरह की चर्चाएं होने लगे हैं।

चर्चा चल रही हैं कि रामगढ़ से सीएम हेमंत सोरेन अपनी पत्नी कल्पना सोरेन को चुनावी मैदान में उतार सकते हैं। बताया जा रहा है कि ईडी, सीबीआई और खनन लीज मामले की रडार में आने के बाद मुख्यमंत्री के सदस्यता जाने की चर्चा गठबंधन सरकार के अंदरखाने में प्रायः होती रहती हैं। ऐसे में पारिवारिक विरासत को बचाए रखने के लिए सीएम हेमंत सोरेन अपनी पत्नी को रामगढ़ विधानसभा के उपचुनाव से जिताकर विधानसभा का सदस्य बनाना चाहते हैं ताकि भविष्य में मुख्यमंत्री की कुर्सी पर किसी तरह के संकट आने पर अपनी पत्नी को कुर्सी सौंप सके।

मुख्यमंत्री हेमंत सोरेन की पत्नी ओडिशा की है, इसके चलते वह झारखंड के आरक्षित सीटों (एसटी) से चुनाव नहीं लड़ सकती हैं। झारखंड में यह प्रावधान किया गया है कि अन्य राज्य के प्रत्याशी चुनाव में आरक्षित सीटों से चुनाव नहीं लड़ सकते हैं। ऐसे में रामगढ़ सीट सामान्य सीट है, जहां से सीएम की पत्नी कल्पना सोरेन के चुनाव लड़ने में किसी तरह की अड़चन नहीं आएगी। दूसरी ओर ममता देवी की सदस्यता रद्द होने के बाद कांग्रेस में दमदार प्रत्याशी देखने को नहीं मिल रही हैं। कहीं न कहीं कांग्रेस के इसी कमजोरी को देखते हुए सीएम हेमंत सोरेन स्वयं मोर्चा संभालने की तैयारी कर रहे हैं।

गठबंधन सरकार के कुछ नेताओं का यह भी कहना है कि 2019 विधानसभा चुनाव के बाद से ही लगतार मुख्यमंत्री हेमंत सोरेन का जादू चल रहा है। भाजपा जैसे राष्ट्रीय दल से मुख्यमंत्री हेमंत सोरेन अकेले भीड़ रहे हैं। राजनीतिक रूप से झारखंड में भाजपा को शिकस्त देने में सीएम सोरेन लगातार सफल हो रहे हैं। राजनीतिक मुद्दे से लेकर उप चुनावों में भी भाजपा को पटखनी देने में हेमंत सोरेन सफल रहे। इसलिए, अब माना जा रहा है कि गठबंधन के प्रायः सभी नेताओं ने हर तरह के राजनीतिक फैसले लेने के लिए मुख्यमंत्री हेमंत सोरेन को स्वतंत्रता दे दी है।

लेकिन, झामुमो के लिए रामगढ़ सीट पर चुनाव लड़कर एनडीए गठबंधन को टक्कर देना बड़ा मुश्किल होगा, क्योंकि रामगढ़ विधानसभा में झामुमो का जनाधार उतना नहीं है, जितना आजसू और कांग्रेस की है। हालांकि, कांग्रेस आलाकमान भी रामगढ़ उपचुनाव को लेकर अपनी कमर कस चुकी हैं। अब देखना दिलचस्प होगा कि कांग्रेस अपनी खोई हुई सीट को फिर से अपने पाले में लाने में सफल होती हैं या नहीं।

एनडीए गठबंधन में किसके खाते में जाएगी रामगढ़ उपचुनाव

2019 में एनडीए गठबंधन में दरार आ गई थी। इसके चलते भाजपा और आजसू ने अलग अलग चुनाव लड़ा, नतीजतन एनडीए गठबंधन सरकार से बाहर हो गई और खूब किरकिरी हुई। 81 सीटों पर चुनाव लड़ने के बाद भाजपा को 25 सीटों पर जीत मिली तो आजसू ने 53 सीटों पर प्रत्याशी उतारा था, जिसमें केवल 2 सीटों पर जीत हासिल की। संभवतः दोनों ही दलों ने 2019 चुनाव की समीक्षा की, जिसके बाद दोनों दलों के शीर्ष नेताओं ने महसूस किया है कि गठबंधन तोड़ने और अलग अलग चुनाव लड़ने के कारण ही वह सत्ता से बाहर हुए हैं। इसलिए 2019 के बाद झारखंड के सभी उपचुनाव और राज्यसभा चुनावों में मजबूती से गठबंधन का शक्ति प्रदर्शन किया है। हालांकि, राज्यसभा चुनावों में एनडीए गठबंधन को सफलता जरूर मिली, लेकिन अबतक चार उपचुनाव में हार का मुंह देखना पड़ा है।

2019 कि बाद दुमका, बेरमो, मधुपुर तथा मांडर में उपचुनाव हुए, इन चारों उपचुनाव में एनडीए गठबंधन के भाजपा ने अपने प्रत्याशी उतारे थे लेकिन चारों सीटों पर भाजपा को हार का सामना करना पड़ा। अब देखना यह है कि रामगढ उपचुनाव में सीट शेयरिंग में एनडीए गठबंधन किस तरह का फॉर्मूला अपना रही हैं। मूलतः यह सीट आजसू की रही हैं। रघुवर सरकार में इसी सीट से आजसू के चंद्रप्रकाश चौधरी (वर्तमान सांसद – गिरिडीह) चुनाव में विजयी हुए थे और उन्हें एनडीए गठबंधन की सरकार में मंत्री बनाया गया था। बाद में उन्होंने गिरिडीह लोकसभा चुनाव में किस्मत आजमाया और झामुमो के जगन्नाथ महतो को हराकर सांसद बने हैं।

2019 चुनाव में सांसद चंद्रप्रकाश चौधरी की पत्नी सुनीता चौधरी आजसू के टिकट से चुनाव लड़कर दमदार उपस्थिति दर्ज कराई थी। अब इस उपचुनाव में सीट शेयरिंग देखने के बाद ही यह स्पष्ट हो जाएगा कि एनडीए गठबंधन मजबूत है अथवा 2019 की अंदरूनी कड़वाहट अभी तक बरकरार है।

Congress MLA from Ramgarh, Mamta Devi, has been disqualified from her membership after the court sentenced her to five years imprisonment. On the instructions of Jharkhand Vidhansabha Speaker Ravindra Nath Mahto, the secretary has issued a notification for termination of membership of Mamta Devi. Since then speculation has intensified in political circles. At the same time, political parties have also started tapping the beat.

The Election Commission has also started preparations for the by-elections. Political discussions have started in the market regarding the Ramgarh assembly by-election. Discussions are going on that who will be the next MLA of Ramgarh after Mamta Devi? Common people’s discussion and rising political temperature has increased the desire of the people.

Leaders and workers of other political parties including JMM, Congress, AJSU, BJP have started becoming active regarding the by-elections. AJSU candidate Sunita Chowdhary, who faced defeat in the 2019 assembly elections, is continuously active in the area. Sunita Chowdhary’s husband and Giridih MP Chandraprakash Chowdhary is also active in the area. After the news of the by-election, both MP Chandra Prakash Chaudhary and his wife Sunita Chaudhary are very active in the area.

In the 2019 assembly elections, Sunita Chowdhary contested on an AJSU ticket. In the 2019 elections, the total voter turnout in Ramgarh Assembly Constituency was 44.7 percent. In that, Congress candidate Mamta Devi defeated AJSU candidate Sunita Chowdhary with a margin of 28,718 votes. Odisha’s daughter Kalpana Soren may enter the election arena

Chief Minister Hemant Soren is also looking active regarding the Ramgarh by-election. He is telling Ramgarh as his birthplace every time. Recently, Chief Minister Hemant Soren along with his father and JMM supremo Shibu Soren, mother Rupi Soren, wife Kalpana Soren and children had come to worship at the famous Shaktipeeth Chinnamastika at Rajrappa in Ramgarh. While addressing the media, Chief Minister Hemant Soren said that Ramgarh is his birthplace, he loves the soil here. After this statement of Chief Minister Hemant Soren, many discussions have started taking place regarding activism towards Ramgarh assembly.

Discussions are going on that CM Hemant Soren can field his wife Kalpana Soren from Ramgarh. It is being told that after coming under the radar of ED, CBI and mining lease issue, the Chief Minister’s membership is often discussed in the inner room of the coalition government. In such a situation, in order to preserve the family heritage, CM Hemant Soren wants to make his wife a member of the assembly by winning the by-election of Ramgarh assembly so that he can hand over the chair to his wife in case of any crisis on the chief minister’s chair in future.

Chief Minister Hemant Soren’s wife is from Odisha, due to which she cannot contest from reserved seats (ST) in Jharkhand. A provision has been made in Jharkhand that candidates from other states cannot contest from the reserved seats in the elections. In such a situation, Ramgarh seat is a normal seat, from where there will be no hindrance in contesting the election of CM’s wife Kalpana Soren. On the other hand, after the cancellation of Mamta Devi’s membership, strong candidates are not being seen in the Congress. Somewhere in view of this weakness of the Congress, CM Hemant Soren himself is preparing to take the lead.

Some leaders of the coalition government also say that since the 2019 assembly elections, the magic of Chief Minister Hemant Soren is working continuously. Chief Minister Hemant Soren is fighting alone from a national party like BJP. Politically, CM Soren is continuously succeeding in defeating the BJP in Jharkhand. Hemant Soren was successful in defeating the BJP from political issues to by-elections as well. Therefore, it is now believed that almost all the leaders of the alliance have given freedom to Chief Minister Hemant Soren to take all kinds of political decisions.

But, it will be very difficult for JMM to fight the NDA alliance by contesting on Ramgarh seat, because JMM’s support base in Ramgarh assembly is not as much as that of AJSU and Congress. However, the Congress high command has also geared up for the Ramgarh bypoll. Now it will be interesting to see whether the Congress is able to regain its lost seat or not.

In whose account will the Ramgarh by-election go in the NDA alliance?
In 2019, there was a rift in the NDA alliance. Due to this, BJP and AJSU contested separate elections, as a result NDA got out of the coalition government and there was a lot of grit. After contesting on 81 seats, BJP won 25 seats, while AJSU fielded candidates on 53 seats, winning only 2 seats. Probably both the parties reviewed the 2019 elections, after which the top leaders of both the parties realized that they were thrown out of power due to breaking the alliance and contesting separate elections. That’s why after 2019, in all the by-elections and Rajya Sabha elections of Jharkhand, the strength of the alliance has been demonstrated strongly. Although, the NDA alliance definitely got success in the Rajya Sabha elections, but so far it has faced defeat in four by-elections.

After 2019, by-elections were held in Dumka, Bermo, Madhupur and Mandar, in these four by-elections BJP of NDA alliance fielded its candidates but BJP had to face defeat on all four seats. Now it has to be seen that what kind of formula NDA alliance is adopting in seat sharing in Ramgarh by-election. Originally this seat belonged to AJSU. AJSU’s Chandra Prakash Chaudhary (current MP – Giridih) won the election from this seat in the Raghuvar government and was made a minister in the NDA coalition government. Later he tried his luck in Giridih Loksabha election and became MP by defeating JMM’s Jagannath Mahto.

In the 2019 elections, Sunita Chowdhary, wife of MP Chandraprakash Chowdhary, made a strong presence by contesting on an AJSU ticket. Now it will be clear only after seeing the seat sharing in this by-election whether the NDA alliance is strong or the internal bitterness of 2019 is still intact.
