खूंटपानी प्रखंड अंतर्गत पंचायत रुईडी गांव होरलोर में दोपहर 3:00 बजे 11000v तार जमीन पर गिरने से लाइनमैन को सूचना दिया गया था। सूचना देने का बावजूद भी लाइनमैन लाइन को काटा नहीं और बिजली विभाग को सूचना नहीं दिया, बिजली को नहीं काटने के कारण 12 वर्षीय श्यामलाल बानरा बिजली तार के चपेट में आने से पूरा शरीर जल गया।
करंट के चपेट में आने से आनन फानन में में सदर अस्पताल चाईबासा ले गया, सदर अस्पताल चाईबासा में डॉक्टर के द्वारा फर्स्ट ट्रीटमेंट कराकर बेहतर इलाज के लिए रांची रिम्स रेफर कर दिया गया रांची रिम्स हॉस्पिटल में इलाज के दौरान श्यामलाल बानरा की मृत्यु हो गई। बिजली विभाग के लापरवाही के कारण बच्चों की जान चली गई समय रहते हुए बिजली के तार को ठीक किया जाता तो किसी का जान नहीं जाती। आए दिन बिजली विभाग के तरफ से चेकिंग के दौरान ग्रामीणों को केस दर्ज किया जाता है। मगर इस तरह के तार गिरने से जो बच्चे की जान गई है इस पर बिजली विभाग संज्ञान नहीं लेता है। ग्रामीण जनता का कहना है बिजली विभाग के लापरवाही से बच्चे की जान गई है।

Due to not cutting the electricity, 12 year old Shyamlal Banra got burnt due to coming in contact with the electric wire.
Due to electrocution, he was hurriedly taken to Sadar Hospital Chaibasa, after getting first treatment done by the doctor at Sadar Hospital Chaibasa, he was referred to Ranchi RIMS for better treatment. Shyamlal Banra died during treatment at Ranchi RIMS Hospital. Due to the negligence of the electricity department, children lost their lives. Had the electrical wires been repaired in time, no one would have lost their lives. Every day, during checking by the electricity department, cases are registered against the villagers. But the electricity department does not take cognizance of the death of a child due to falling of such a wire. Rural people say that the child has lost his life due to the negligence of the electricity department.
