बिहार शिक्षक निकाय और प्रतिनिधियों ने शिक्षक दक्षता परीक्षा के नए नियमों का किया विरोध

बिहार शिक्षक निकाय संघ एवं प्रतिनिधि कार्यरत शिक्षकों को दक्षता परीक्षा उत्तीर्ण करने की शिक्षा विभाग की अनुशंसा के खिलाफ आवाज उठा रहे हैं. राज्य सरकार द्वारा स्थानीय निकाय शिक्षकों के लिए आयोजित की जाने वाली योग्यता परीक्षा को याचिका के जरिए चुनौती दी गई है.याचिका में भारतीय संविधान के अनुच्छेद 14 और 16 की अमान्यता, भेदभावपूर्ण प्रकृति और उल्लंघन को उजागर करते हुए अदालत से परीक्षा के लिए फॉर्म भरने की प्रक्रिया को रोकने का आग्रह किया गया है।

याचिकाकर्ता के वकील योगेश वर्मा ने बताया कि इस मामले को लेकर राज्य शिक्षा विभाग द्वारा 26 दिसंबर 2023 को अधिसूचना जारी की जा चुकी है, जिसे बिहार गजट में भी प्रकाशित किया गया है. इसमें सुझाव दिया गया है कि कैडर का निर्माण और योग्यता परीक्षा के साथ प्रत्येक शिक्षक को परीक्षा उत्तीर्ण करने के लिए तीन प्रयास दिए जाएं। पैनल की सिफारिशों के अनुसार, 2006 से स्कूलों में कार्यरत शिक्षकों को सरकारी कर्मचारी का दर्जा पाने के लिए योग्यता परीक्षा के चार प्रयास होंगे।

Bihar Teachers Bodies and Representatives oppose the new rules for Teachers Competency Test

The Bihar teachers bodies Association and representative is raising its voice against the recommendations of the Education department for clearing the competency test for working teachers. The competency examination for local body teachers to be conducted by the state government has been challenged through a petition. The petition urges the court to stop the process of filling in forms for the exam, highlighting the invalidity, discriminatory nature and violation of Article 14 and 16 of the Indian Constitution.

The petitioner’s advocate, Yogesh Verma pointed out that notification regarding this matter had already been issued by the State Education Department on December 26, 2023 which has brought out in the Bihar Gazette also. It suggests that creation of cadres and the competency examination with each teacher being given three attempts to pass the exam. As per panel’s recommendations, there will be four attempts of competency test for the teachers working in school in schools since 2006 to be eligible for the government employee status.
