Driving License: अब RTO में नहीं देना होगा ड्राइविंग टेस्ट, 1 जून से होंगे ये बड़े बदलाव
बिना वैध लाइसेंस के कार चलाने पर अब ₹2,000 तक का जुर्माना लगाया जा सकता है. नाबालिगों के वाहन चलाने पर कड़ी सजा में ₹25,000 का जुर्माना और माता-पिता के खिलाफ संभावित कार्रवाई के साथ-साथ वाहन के पंजीकरण प्रमाण पत्र को रद्द करना शामिल है.

सड़क परिवहन और राजमार्ग मंत्रालय ने 1 जून, 2024 से ड्राइविंग लाइसेंस प्राप्त करने की प्रक्रिया को सरल बनाने के उद्देश्य से महत्वपूर्ण बदलावों के साथ नए ड्राइविंग लाइसेंस नियमों की घोषणा की है. इसमें की महत्वपूर्ण बदलाव शामिल हैं.
आरटीओ ड्राइविंग टेस्ट की आवश्यकता नहीं:

आवेदन प्रक्रिया में कोई बदलाव नहीं:
ड्राइविंग लाइसेंस के लिए आवेदन जमा करने की प्रक्रिया अपरिवर्तित है. हालांकि, मंत्रालय ने नया ड्राइविंग लाइसेंस प्राप्त करने के लिए आवश्यक कागजी कार्रवाई को सरल कर दिया है. आवेदकों को अब कम दस्तावेजों की आवश्यकता है, जो इस बात पर निर्भर करता है कि वे दोपहिया या चार पहिया लाइसेंस के लिए आवेदन कर रहे हैं, जिससे आरटीओ में शारीरिक जांच की आवश्यकता कम हो जाती है.

निजी ड्राइविंग स्कूलों के लिए संशोधित दिशानिर्देश
ड्राइविंग प्रशिक्षण केंद्रों के लिए न्यूनतम एक एकड़ भूमि (चार पहिया प्रशिक्षण के लिए दो एकड़) होना आवश्यक है.
स्कूलों को उपयुक्त परीक्षण सुविधा तक पहुंच प्रदान करनी चाहिए.
प्रशिक्षकों के पास हाई स्कूल डिप्लोमा (या समकक्ष) होना चाहिए, कम से कम पांच साल का ड्राइविंग अनुभव होना चाहिए और बायोमीट्रिक्स और आईटी प्रणालियों के बारे में जानकार होना चाहिए.
हल्के मोटर वाहनों के लिए ड्राइविंग कोर्स अधिकतम चार सप्ताह में 29 घंटे का होगा, जिसे 21 घंटे व्यावहारिक प्रशिक्षण और आठ घंटे सैद्धांतिक निर्देश में विभाजित किया जाएगा. मध्यम और भारी वाहनों के लिए प्रशिक्षण अधिक व्यापक होगा, जिसके लिए छह सप्ताह में 38 घंटे की आवश्यकता होगी.
ड्राइविंग प्रशिक्षण स्कूलों को बिना प्रशिक्षण के लाइसेंस जारी करने या नवीनीकरण करने के लिए ₹5,000 का भारी शुल्क देना होगा, और यही शुल्क इन स्कूलों से डुप्लीकेट लाइसेंस प्राप्त करने के लिए भी लागू होता है.

Environment friendly measures:
The ministry plans to phase out 9,000 old government vehicles and raise emission standards for other vehicles. These measures are part of a broader strategy to reduce vehicular pollution and promote the adoption of electric vehicles (EVs).
No change in application process:
The process for submitting an application for a driving license remains unchanged. However, the ministry has simplified the paperwork required to obtain a new driving license. Applicants now require fewer documents, depending on whether they are applying for a two-wheeler or four-wheeler license, thereby reducing the need for physical examination at the RTO.

Revised guidelines for private driving schools
Driving training centers are required to have a minimum of one acre of land (two acres for four-wheeler training).
Schools should provide access to appropriate testing facilities.
Instructors must have a high school diploma (or equivalent), have at least five years of driving experience and be knowledgeable about biometrics and IT systems.
The driving course for light motor vehicles will be of a maximum duration of 29 hours over four weeks, divided into 21 hours of practical training and eight hours of theoretical instruction. Training for medium and heavy vehicles will be more extensive, requiring 38 hours over six weeks.
Driving training schools will have to pay a hefty fee of ₹5,000 for issuing or renewing a license without training, and the same fee is also applicable for obtaining a duplicate license from these schools.
