झारखंड राज्य के निजी क्षेत्र में स्थानीय उम्मीदवारों का नियोजन अधिनियम 2021 का_

*अनुपालन नहीं करने वाले संस्थानों को मिशन मोड में चिन्हित कर कार्रवाई करने का दिया गया निर्देश*

_कौशल विकास केंद्र अपनी क्षमता के अनुरूप प्रशिक्षुओं का प्रशिक्षण करें सुनिश्चित अन्यथा नियमानुसार कार्रवाई हेतु विभाग को प्रेषित की जायेगी- उपायुक्त_

*स्थानीय युवाओं का नियोजन स्थानीय संस्थानों में सुनिश्चित करने हेतु किया जाएगा इंडस्ट्री कनेक्ट प्रोग्राम*

सोमवार, 18 सितंबर 2023 को समाहरणालय के सभागार में उपायुक्त श्री रविशंकर शुक्ला की अध्यक्षता में श्रम, नियोजन, प्रशिक्षण एवं कौशल विकास विभाग से संबंधित कार्यों की समीक्षा की गई।

इस संबंध में उपायुक्त ने बताया कि शॉप एंड एस्टेब्लिशमेंट एक्ट एवं फैक्टरीज एक्ट के तहत निबंधित जिले के अधिकांश संस्थाओं ने झारखंड राज्य के निजी क्षेत्र में स्थानीय उम्मीदवारों का नियोजन अधिनियम, 2021 के तहत अपना निबंधन करा लिया है। जिन संस्थाओं का निबंधन अब तक नहीं हो पाया है उन्हें चिन्हित कर करवाई करने का निर्देश संबंधित पदाधिकारी को दिया गया।

बैठक के दौरान उपायुक्त ने श्रम अधीक्षक कार्यालय के संबंधित पदाधिकारी एवं कारखाना निरीक्षक को यह निर्देश दिया कि जिन संस्थाओं का निबंधन उनके कार्यालय में नही है एवं यदि वैसे संस्थान जिले में संचालित हो रहे हैं तो 15 अक्टूबर तक मिशन मोड में उन सभी को चिन्हित करना है।

स्थानीय युवाओं को स्थानीय संस्थाओं में नियोजन उपलब्ध कराने के उद्देश्य से उपायुक्त महोदय ने इंडस्ट्री कनेक्ट प्रोग्राम करने का निर्देश दिया। इसके तहत उद्योग, श्रम एवं अन्य संबंधित विभागों के सामूहिक प्रयास से जिले के सभी नियोजकों एवं कौशल प्रशिक्षण प्रदाता संस्थाओं के बीच बेहतर समन्वय स्थापित कर स्थानीय युवाओं को बेहतर रोजगार के अवसर प्रदान किये जायेंगे।

कौशल विकास विभाग की समीक्षा के दौरान उपायुक्त ने सभी कौशल प्रशिक्षण प्रदाता संस्थाओं को यह स्पष्ट निर्देश दिया कि जिले में प्रभावी मोबिलाइजेशन कर अधिक से अधिक युवाओं को कौशल प्रशिक्षण से जोड़े। साथ ही अपनी पूर्ण क्षमता के अनुसार एवं स्थानीय मांग के अनुरूप युवाओं को प्रशिक्षित करें।

बैठक में उपायुक्त श्री रविशंकर शुक्ला, जिला नियोजन पदाधिकारी श्री रवि कुमार, कारखाना निरीक्षक श्री मनीष कुमार, वाइपी श्री रवि प्रकाश सिंह सहित जिले के सभी कौशल विकास केंद्रों के प्रतिनिधि एवम अन्य संबंधित पदाधिकारी उपस्थित रहे।

Employment of Local Candidates in Private Sector of Jharkhand State Act 2021_

*Instructions given to take action by identifying non-compliant institutions in mission mode*

_Ensure that skill development centers train trainees as per their capacity, otherwise it will be sent to the department for action as per rules – Deputy Commissioner_

*Industry Connect Program will be conducted to ensure employment of local youth in local institutions*

On Monday, 18 September 2023, the works related to the Labour, Planning, Training and Skill Development Department were reviewed under the chairmanship of Deputy Commissioner Shri Ravi Shankar Shukla in the auditorium of the Collectorate.

In this regard, the Deputy Commissioner said that most of the institutions of the district, registered under the Shop and Establishment Act and Factories Act, have got themselves registered under the Employment of Local Candidates in the Private Sector Act, 2021 of Jharkhand state. Instructions were given to the concerned officer to identify those institutions which have not been registered yet and take action.

During the meeting, the Deputy Commissioner instructed the concerned officials of the Labor Superintendent’s Office and the Factory Inspector that those institutions which are not registered in their office and if such institutions are operating in the district, then they should be identified in mission mode by 15th October. Is.

With the aim of providing employment to the local youth in local institutions, the Deputy Commissioner directed to organize an Industry Connect programme. Under this, with the collective efforts of industry, labor and other related departments, better coordination will be established between all the employers and skill training providing institutions of the district and better employment opportunities will be provided to the local youth.

During the review of the Skill Development Department, the Deputy Commissioner gave clear instructions to all the skill training providing institutions to engage more and more youth in skill training by doing effective mobilization in the district. Also, train the youth according to their full capacity and according to the local demand.

In the meeting, Deputy Commissioner Shri Ravi Shankar Shukla, District Planning Officer Shri Ravi Kumar, Factory Inspector Mr. Manish Kumar, YP Mr. Ravi Prakash Singh and representatives of all the skill development centers of the district and other concerned officials were present.
