पश्चिमी सिंहभूम जिला अंतर्गत खुटपानी प्रखंण्ड में कलामंदिर जीविधा हासा के द्वारा खबरदार… बाल विवाह एक कानूनी अपराध है ! प्रखंण्ड कार्यालय में कार्यक्रम आयोजन किया गया था जिसमें मुख्य अतिथि के रूप में प्रखंण्ड प्रमुख सिद्धार्थ होनहागा मौजूद थे उन्होंने कहा कि बाल विवाह प्रतिषेध अधिनियम, 2006 को एक नवम्बर 2007 से लागू किया गया था इसमें बाल विवाह करना या करवाना संज्ञेय और गैर जमानती अपराध है। जो माता-पिता अपने पुत्र पुत्रियों का बाल विवाह करवाते है तो उन्हें 2 वर्ष का कारावास व 1 लाख रुपयों का दंड देने का प्रावधान है। एवं यह भी कहा कि भारत में बाल विवाह सदियों से प्रचलित है और यह किसी धर्म विशेष से नहीं होकर सभी धर्मों, समुदायों और वर्गों में लम्बे समय से चल रही एक प्रथा है। वर्तमान समय में यह प्रथा ग्रामीण इलाकों में ज्यादा देखने को मिलती है। बाल विवाह के पीछे कारणों में मुख्यतः गरीबी, अशिक्षा, पितृसत्ता जैसे कारक हैं।
बाल विवाह से जब बालक अथवा बालिका अथवा दोनों विवाह के लिए निर्धारित उम्र से काम के हों। वर्तमान समय में बालक के लिए 21 साल एवं बालिका के लिए 18 साल निर्धारित है। यदि कोई भी व्यक्ति इस निर्धारित उम्र से काम उम्र में शादी करता है तो उसे बाल विवाह करार दिया जायेगा। बाल विवाह मुख्यतया परिवार द्वारा बनाई गयी व्यवस्था के अधीन होते हैं, जहां सहमति का कोई स्थान नहीं होता है। किन्तु सहमति से किया गया बाल विवाह भी कानूनी रूप से वैध नहीं है। वर्तमान समय में बाल विवाह को किसी भी एक व्यक्ति द्वारा शून्य या शून्यकरण घोषित करवाया जा सकता है।
बाल मजदूरी और शोषण के अनेक कारण हैं जिनमें गरीबी, सामाजिक मापदंड, वयस्कों तथा किशोरों के लिए अच्छे कार्य करने के अवसरों की कमी, प्रवास और इमरजेंसी शामिल हैं। ये सब वज़हें सिर्फ कारण नहीं बल्कि भेदभाव से पैदा होने वाली सामाजिक असमानताओं के परिणाम हैं। बच्चों का काम स्कूल जाना है न कि मजदूरी करना।
बच्चों की तस्करी मानव तस्करी का एक रूप है और संयुक्त राष्ट्र द्वारा इसे गुलामी, जबरन श्रम और शोषण के उद्देश्य से एक बच्चे के अपहरण,भर्ती, परिवहन, स्थानांतरण, आश्रय और/या प्राप्ति के रूप में परिभाषित किया गया है । अनुच्छेद 3(सी) यह परिभाषा उसी दस्तावेज़ की “व्यक्तियों की तस्करी” की परिभाषा से काफी व्यापक है। अनुच्छेद 3(ए) गोद लेने के लिए बच्चों की तस्करी भी की जा सकती है ।
बाल यौन शोषण वयस्कों या साथियों द्वारा बच्चों के खिलाफ की गई यौन गतिविधियों को संदर्भित करता है और इसमें आमतौर पर एक व्यक्ति या समूह शामिल होता है जो शक्ति के असंतुलन का लाभ उठाता है। बल का प्रयोग किया जा सकता है, अपराधियों द्वारा अक्सर अधिकार, शक्ति, या धोखे का प्रयोग किया जाता है। इस कार्यक्रम में मुख्य अतिथि के रूप में प्रखंण्ड प्रमुख श्री सिद्धार्थ होनहागा और ब्लॉक कोऑर्डिनेटर सुनील कुमार कलामंदिर, प्रखंण्ड अंचल के अध्यक्ष श्री पूरी पूर्ति,सचिन जोसेफ तियू, कोषाध्यक्ष कमल किशोर, अंचल के सभी मुण्डा मानकी डाकुवा एवं ग्रामीण उपस्थित थे।

A program was organized in the block office in which block chief Siddharth Honhaga was present as the chief guest. He said that the Child Marriage Prohibition Act, 2006 was implemented from November 1, 2007. In this, doing or getting a child marriage done is a cognizable and non-bailable offence. . There is a provision of 2 years imprisonment and a fine of Rs 1 lakh for parents who arrange child marriage for their sons and daughters. And also said that child marriage has been prevalent in India for centuries and it is not a particular religion but is a long-running practice in all religions, communities and classes. At present this practice is seen more in rural areas. The main reasons behind child marriage are factors like poverty, illiteracy, patriarchy.
Child marriage occurs when either the boy or the girl or both are of the age prescribed for marriage. At present the age limit for boys is 21 years and for girls it is 18 years. If any person marries before this prescribed age then it will be termed as child marriage. Child marriages are largely arranged by the family, where consent has no place. But child marriage done with consent is also not legally valid. At present, child marriage can be declared void or voided by any one person.
There are many causes of child labor and exploitation, including poverty, social norms, lack of decent work opportunities for adults and adolescents, migration and emergencies. All these reasons are not just the causes but are the consequences of social inequalities arising from discrimination. The job of children is to go to school and not to work.
Child trafficking is a form of human trafficking and is defined by the United Nations as the abduction, recruitment, transportation, transfer, harboring and/or receipt of a child for the purpose of slavery, forced labor and exploitation.
