सरायकेला टाउन हॉल के जीणौ द्वार पर 8 करोड़ से हो रहा है पूर्व नगर पंचायत उपाध्यक्ष मनोज चौधरी ने टाउन हॉल में चल रहा कार्यों का निरीक्षण कर अनियमितता का आरोप लगाया नगर पंचायत के कार्यपालक पदाधिकारी को पत्र लिखकर प्राक्कलन के अनुसार कार्य करने की मांग की पूर्व नगर पंचायत के उपाध्यक्ष मनोज चौधरी ने कहा कि 5 वर्ष में दूसरी बार टाउन हॉल का जीणौ द्वार किया जा रहा है वातानुकूलित टाउन हॉल के निर्माण को गलत बताते हुए कहा कि सरायकेला में हमेशा बिजली की समस्या बनी रहती है ऐसे में बातानुकुलित टाउन हॉल का निर्माण उचित नहीं है उन्होंने कहा कि नगर वासियों की शिकायत पर टाउन हॉल का निरीक्षण किया इस क्रम में उनके साथ थे भाजपा नगर अध्यक्ष बद्री नारायण दरोगा चिरंजीव महापात्र एवं रवि सतपति

महाशय,
उपयुक्त विषय के संबंध में कहना है कि टाउन हॉल जीर्णोद्धार में अनियमितता बरतने शिकायत सरायकेला नगर की जनता द्वारा बराबर मिल रही थी शिकायत पर टाउन हॉल का निरीक्षण किया निरीक्षण के क्रम में साइड इंचार्ज से जीर्णोद्धार कार्य से संबंधित नक्शा प्राक्कलन वैगरह की जानकारी प्राप्त करने की कोशिश की परंतु उनके द्वारा आनाकानी करते हुए रांची में प्राक्कलन होने की बात कही गई। प्रथम दृष्टया बहुत सारी अनियमित दिखी अधिकतर पुराने सामानों को खोलकर दोबारा रंग रोगन कर इस्तेमाल किया जा रहा था। निर्माण सामग्री भी तय मानकों के अनुसार नहीं थी। नगर पंचायत की अधिकतर योजनाओं में भी प्राक्कलन के अनुसार काम नहीं हो रहा है। जिसकी शिकायत मेरे द्वारा आपको कार्यस्थल से मोबाइल द्वारा दी गई। आपके द्वारा इस योजना की मॉनिटरिंग जूडको द्वारा की जा रही है बताया गया। कार्यस्थल से ही जुडको के इंजीनियर से बात हुई उनके द्वारा शुक्रवार को निरीक्षण करने की बात कही गई है।
महोदय टाउन हॉल सरायकेला नगर वासियों के विभिन्न कार्यक्रमों (शादी धार्मिक आयोजन 16 संस्कार श्राद्धभोज वगैरह) के काम में आता रहा है सरायकेला वासी विवाह एवं अन्य कार्यक्रमों के अवसर पर टाउन हॉल के बाहर के प्रांगण में ओपन पार्टी करते रहे हैं।
बड़े खेद के साथ व्यक्त करना पड़ रहा है नियम विरूद्ध 5 साल में दूसरी बार टाउनहॉल का जीर्णोद्धार 8 करोड़ की लागत से कराया जा रहा है। मुझे लगता है जीर्णोद्धार कार्य दूसरे मकसद से कराया जा रहा है जिसमें हितधारकों की सुविधाओं को नजरअंदाज करते हुए डीपीआर बनाया गया है। भ्रष्टाचार के उद्देश्य से पूरे मैदान को जो 5 साल पूर्व में फाउंटेन पेवर ब्लाक चार दिवारी की मरम्मति कर करीब 2 करोड़ की लागत से बनवाया गया था। उसको पब्लिक की राशि का दुरुपयोग करते हुए उखाड़ दिया गया एवं सामने एक पार्क के रहने के बावजूद टाउन हॉल के सामने खाली पूरे पार्टी मैदान में पार्क में तब्दील करने का क्या औचित्य है। दूसरी और टाउन हॉल को वातानुकूलित बनने का बनाने जिक्र किया गया है जो समझ से परे है सरायकेला वासी ऐसे ही बिजली की समस्या से परेशान है बिजली के चलते कई बार पेयजल तक नहीं मिलता वैसी स्थिति में वातानुकूलित टाउन हॉल बनाना हास्यास्पद है। क्योंकि टाउन हॉल वातानुकूलित होने पर कभी-कभी हैवी जनरेटर लगाना पड़ेगा जिसका डीजल भरना सामान्य लोगों के लिए संभव नहीं होगा।
कृपया आपसे अनुरोध है हितधारकों की सुविधाओं, बाहर के मैदान की उपयोगिता और बिजली की उपलब्धता को देखते हुए वातानुकूलित टाउनहॉल जीर्णोद्धार कार्य की पुनः समीक्षा कर प्राक्कलन में सुधार करवाये एवं प्राक्कलन के अनुसार कार्य कराना सुनिश्चित करें।

Sir, the town hall has been used for various programs (wedding, religious events, 16 rituals, Shraddhabhoj, etc.) of the residents of Seraikela. The residents of Seraikela have been holding open parties in the courtyard outside the town hall on the occasion of marriages and other events.
It is with great regret that the town hall is being renovated for the second time in 5 years against the rules at a cost of 8 crores. I think the restoration work is being done for another purpose, in which the DPR has been made ignoring the facilities of the stakeholders. For the purpose of corruption, the entire ground which was built 5 years ago at a cost of about 2 crores by repairing the fountain paver block and four walls. It was uprooted by misusing the public money and despite having a park in front, what is the justification for converting the entire party ground in front of the town hall into a park. On the other hand, mention has been made of making the town hall air-conditioned, which is beyond comprehension. Due to this many times even drinking water is not available, in such a situation it is ridiculous to make an air-conditioned town hall. Because sometimes a heavy generator will have to be installed when the town hall is air-conditioned, which will not be possible for ordinary people to fill with diesel.
Please, you are requested to improve the estimate by re-reviewing the air-conditioned townhall renovation work, keeping in view the facilities of the stakeholders, the utility of the outside grounds and the availability of electricity, and make sure to get the work done as per the estimate.
