राजकीय छऊ कला केन्द्र सरायकेला में अनुबंध पर रिक्त पदों पर अभ्यर्थियों की चयन प्रक्रिया में घोर अनियमितता से कलाकारों में रोष

सरायकेला छऊ आर्टिस्ट एसोसिएशन के अध्यक्ष श्री भोला महांति जी द्वारा आहुत बैठक में सभी सदस्यों ने हाल ही में संपन्न हुए राजकीय छऊ कला केन्द्र सरायकेला में रिक्तियों को भरने की तौर-तरीकों पर गहरी आपत्ति जताई है।
ज्ञातव्य हो कि सरायकेला स्टेट के अंतिम महाराज महाराज स्वर्गीय आदित्य प्रताप सिंह देव जी और बिहार सरकार के बीच सरायकेला की कला संस्कृति को बचाए रखने के लिए एक एग्रीमेंट हुआ था जिसके फलस्वरूप सरायकेला छऊ की संवर्धन के लिए साठ के दशक में राजकीय छऊ कला केन्द्र की स्थापना हुई थी और पांच विभिन्न पदों की सृजन कर नियुक्ति किया गया था। उनमें से सभी पद एक-एक करके रिक्त होते रहे किसी तरह ठेल ठाल कर बीते साल तक कलाकेन्द्र को एक प्रभारी निर्देशक के सहारे चलाया जा रहा था। वे भी सेवानिर्वित हो चुके हैं उनकी जगहों पर कोई नियुक्ति नहीं हुई। इसी बात से पता चलता है कि वर्तमान झारखण्ड सरकार को सरायकेला छऊ नृत्य को संरक्षण प्रदान करने का मनसा ही नहीं है। वसंतोत्सव महोत्सव में बदल गया करोड़ों की अनुदान आता रहा और महोत्सव के नाम पर कुछ सरकारी मुलाजिमों और छऊ के दलालों द्वारा पैसों की बंदरबांट होते रहा और सरायकेला छऊ अपनी वजूद खोता रहा। सरायकेला छऊ आर्टिस्ट एसोसिएशन ने संदर्भ अधिकारियों को जल्द से जल्द रिक्तियों को भर कर सुचारू ढंग से कला केन्द्र को चलवाए जाने के लिए गुहार लगाते रहा पर कलाकारों की बात को अनदेखी कर अपनी मनमानी करते रहे। आनन-फानन में एक वैकल्पिक व्यवस्था के तहत एक एडवर्टाइजमेंट निकाला गया जहां पर अनुबंध के आधार पर नियुक्ति देने की बात कही गई। विज्ञप्ति में कुछ नृत्य गुरु, संगीत साथ वादक, मुखौटा शिल्पकार, अंगाभरणम कारीगरों के साथ कुछ कलाकारों की चयन करने के लिए सभी अभ्यर्थियों को
विगत बारह अक्टूबर में राजकीय छऊ कला केन्द्र सरायकेला में उपस्थित होने के लिए कहा गया। इस योजना में सरायकेला छऊ शैली, खरसावां छऊ शैली और मानभूम (पुरुलिया) छऊ शैली के लिए भी साक्षात्कार की व्यवस्था किया गया। सबसे मज़ेदार बात यह है कि विज्ञप्ति में मानदेय का कोई उल्लेख ही नहीं था। विभिन्न विधाओं में अभ्यर्थियों के लिए आयुसीमा ३५ साल से ६५ साल तक रखा गया। कलाकारों की समुह कला केन्द्र पहुंच कर देख रहे हैं कि सरकार के तरफ़ से दो अधिकारी उपस्थित हैं पर पात्रता जांच प्रक्रिया में शामिल गैर सरकारी लोग अपनी मर्जी से इंटरव्यू के लिए साक्षात्कार के लिए बनाई गई समिति सदस्यों के पास अभ्यर्थियों को भेज रहे हैं। छह सदस्यीय एक्सपर्ट समिति सदस्यों में सिर्फ़ एक ही सदस्य सर्व जानकार बनकर सभी अभ्यर्थियों की अंतर्विक्षा ले रहे हैं और बाकी सदस्य मूकदर्शक बने बैठे हुए हैं।सर्व जानकार बडबौले महाशय कुछ कलाकारों को अमर्यादित भाषा की प्रयोग भी किये ताकि अभ्यर्थी की मनोबल टूट जाए और अच्छी तरह से प्रश्नों की उत्तर ना दे पाए और बड़बौले महाशय अपने लोगों को नियुक्ति के लिए चयनित कर अनुशंसा के लिए भेज पाएं। और एक गौर करने की बात यह थी की सरकार द्वारा नियोजित दो अधिकारी इस चयन प्रक्रिया को नज़रंदाज़ करते हुए आपसी बातचीत में मशगूल रहते देखे गए। इन सभी विसंगतियों को लेकर आर्टिस्ट एसोसिएशन के सभी सदस्यों के मन में काफी रोष है और बहुत जल्द ही आर्टिस्ट एसोसिएशन की एक प्रतिनिधि मंडल इस चयन प्रक्रिया में हुए घोर अनियमितता को उल्लेख कर उपायुक्त महोदय के पास एक स्मार पत्र देने का निर्णय किया है।उपस्थित सदस्यों का नाम संरक्षक

In the meeting called by Mr. Bhola Mahanti, President of Seraikela Chhau Artist Association, all the members have expressed deep objection to the methods of filling the vacancies in the recently completed Government Chhau Art Center, Seraikela.
It may be noted that there was an agreement between the last Maharaja of Seraikela State, Late Aditya Pratap Singh Dev Ji and the Government of Bihar to preserve the art culture of Seraikela, as a result of which the Government Chhau Art Center was established in the sixties for the promotion of Seraikela Chhau. Was established and appointment was made by creating five different posts. All those posts kept falling vacant one by one and somehow, till last year, Kalakendra was being run with the help of an in-charge director. They have also retired and no appointment has been made in their place. This shows that the present Jharkhand government has no intention of providing protection to Seraikela Chhau dance. Vasantotsav turned into a festival, grants worth crores kept coming and in the name of the festival, money kept being distributed by some government employees and Chhau brokers and Seraikela Chhau kept losing its existence. Seraikela Chhau Artists Association kept requesting the reference officers to fill the vacancies as soon as possible and run the art center smoothly, but they continued to act arbitrarily by ignoring the views of the artists. Hastily, an advertisement was taken out under an alternative system where it was said that appointment would be given on contract basis. The release asks all the candidates to select some dance gurus, musical accompanists, mask craftsmen, Angabharanam artisans along with some artistes.
Last 12th October, he was asked to be present at the Government Chhau Art Centre, Seraikela. Under this scheme, interviews were also arranged for Seraikela Chhau style, Kharsawan Chhau style and Manbhum (Purulia) Chhau style. The most interesting thing is that there was no mention of honorarium in the release. The age limit for candidates in various streams was kept from 35 years to 65 years. The group of artists reached the art center and found that two officials from the government were present but the people involved in the eligibility verification process were not present. Government people are sending candidates for interview of their own free will to the interview committee members. Among the six member expert committee members, only one member is being all-knowing and taking the introspection of all the candidates and the rest of the members are sitting as mute spectators. The all-knowing, boisterous gentleman also used indecent language to some of the artists so that the morale of the candidates is broken and good. Those who could not answer the questions properly and the bigoted gentlemen could select their people for appointment and send them for recommendation. And one thing to note was that two officers employed by the government were seen ignoring the selection process and busy in mutual conversation. There is a lot of anger in the minds of all the members of the Artists Association regarding all these discrepancies and very soon a delegation of the Artists Association has decided to submit a memorandum to the Deputy Commissioner mentioning the gross irregularities in this selection process. name patronymic of members
